  1. Westend Regional Sewage Services Commission 2015 Annual Report

Background • The Westend Regional Sewage Services Commission was established in 1994 by Regulation of the Government of Alberta. • The Commission is composed of two members each from the Town Councils of Turner Valley and Black Diamond. • Commission members are appointed for four year terms. • The Commission’s operations are funded by the Towns of Turner Valley and Black Diamond according to their proportional annual sewage flows.

Background cont’d • The Commission does not have any staff; rather, it contracts operations staff through the Town of Black Diamond, it contracts engineering services through MPE Engineering and contracts administrative services through an independent contractor. • Tom Dougall is the principal operator of the Westend facilities; • Laurie McCreary-Burke as Secretary/Treasurer provides all administrative work for the Commission.

Current issues: • BLACK DIAMOND TRUNK MAIN RELOCATION • In the spring of 2015, Standard General was awarded the contract for moving the sewer main in Black Diamond out of the river valley. • This DRP/FREC project was slated for completion by September 18. • Unfortunately, we had several commissioning problems which weren’t resolved until mid-November. • At that point, H2S off-gassing from the new manholes was observed. • MPE Engineering has been working on diagnosing and resolving this issue since December 2015. • TURNER VALLEY TRUNK MAIN RELOCATION • In September 2015 the Town of Turner Valley applied to ACRP on Westend’s behalf for funding to relocate the Turner Valley portion of the trunk main that is still in the river valley. • Turner Valley received approval for this project in February 2016. • ACRP will contribute $720,000 and Westend will contribute $80,000 toward this project.

Current issues Cont’d: • LICENCE TO OPERATE • The Commission’s licence to operate was renewed by Alberta Environment and Parks in October 2015 for a one year period. • AEP stipulated that the effluent requirements Westend would have to meet will remain unchanged until such time as the facilities are expanded. • Westend anticipates commencing the facility expansion in 2017 as long as AMWWP agrees to fund approximately 60% of the expansion. Westend will issue debentures to cover the rest of the cost. • CAPITAL ASSET TRANSFER • The Westend has been negotiating with the Town of Turner Valley to transfer to the Westend the property on which the Turner Valley Lift Station sits. • Subsequent to the transfer, Westend will undertake to clean up and fence the site. • Westend will give Turner Valley an easement for a portion of the site which will be maintained and used by the town.

Current issues Cont’d: • TURNER VALLEY LIFT STATION UPGRADE • In the spring of 2015, the Town of Black Diamond applied to the SCF on behalf of Westend for upgrades to the Turner Valley Lift Station, the Transfer Station in Black Diamond and the Initial Sludge Management Program. • Unfortunately we did not receive funding for this project. • Westend will proceed with the Turner Valley Lift Station upgrade project at an estimated cost of $406,000. • To cover the cost of the upgrade and Westend’s portion of the ACRP project, we have applied to issue a $480,000 debenture in June 2016. • SLUDGE MANAGEMENT • The Westend expects to proceed with the sludge management program in the summer of 2016.
