  2. Duties • General – The Assistant Engineer is generally responsible for the maintenance and safety of all way and works in his charge, for the accuracy, quality and progress of new works and control over all expenditure in relation to budget allotment.

  3. Duties… • Co-ordination with Officials of other Departments • Inspection by Higher Officials – • Measurement of Ballast – • Water Supply : Adequate water • Land Management – • Action in case of Emergencies – • Accompanying Track Recording/ Oscillograph Cars – • Control over Expenditure–

  5. Why Inspection ? • Fault detection and correction • Feel of site condition • Decision making • Feed back:-Efficiency ,Codes ,Manuals • Grievance redressal • HRD:- On spot trg., Quality assurance • Team building • Protection of Railway assets.

  6. What to inspect? • P.Way • Works • Bridges • Cuttings • Tunnels • RAW

  7. Trolley Inspection • Entire sub-division should be inspected by trolley once in two months on pro-rata (Distributed proportionally to size/amount) basis systematically covering from one end to other end of his jurisdiction, as much as inspection by push trolley. On sections having multiple lines running closely parallel , trolley inspection may be carried out on any of the lines. • Intensive include checking of attendance of gang, gang work, equipments , gang chart/ diary, books with ref to prescribed schedule of track maintenance. Trolley inspection on unimportant branch lines having less than 2 GMT traffic should be inspected once in three months. • During inspection check work done by minimum one gang in each SSE/P ways jurisdiction every quarter and record the result of inspection.

  8. Fast Train Inspection • The entire subdivision should be covered either by Engine/Rear Window of fast train or by TRC / OMS once in a month.

  9. Level Crossing • Should inspect all the manned level crossings once in six months . Should examine the Gateman’s knowledge of rules ,check the equipment ,track , road approaches and all other safety aspects.

  10. Curves • Shall check at least one curve in each SSE/P.Ways jurisdiction every quarter by verifying versine and super-elevation. Priority shall be given for curves have persistent bad riding.

  11. Points and Crossings • Shall inspect once a year all the P& C on passenger running lines and 10 % of P& C on other lines

  12. Monsoon Patrolling • When Monsoon patrolling is introduced should check the work of Patrolmen at night once in a month either by Train/Push trolley/Motor Trolley

  13. Track on Bridges • The track on Girder bridges should be inspected as a part of the annual Bridge inspection, beside normal track inspection.

  14. Review of Inspection by Sub-ordinates • Should scrutinize the records maintained by SSE/P. way ,such as creep measurement , Inspection of curves, Points and crossings, SEJ ,Buffer Rail ,Gap survey ,Section register during trolley inspection to see whether schedules of inspection are being adhered to by the JE/SSE’s and whether necessary follow up action has been taken. • Test check work of SSE/P. Way /USFD in each round of testing.( May very depending GMT )

  15. LWR/CWR Track • Shall inspect SEJs / Buffer rails provided in LWR/CWR track once in every six months . • He shall check the creep records of LWR/CWR regularly.

  16. Night foot plate inspection • Shouls carry out night inspection once in a month to check alertness of Gateman/Station staff , Patrolmen, Stationary watchmen , observance of speed limits by drivers (Loco Pilots), visibility of signals/engineering fixed signals/hectometer posts ,riding quality etc. • Inspection should preferably be done between 00.00 hrs to 04.00 hrs.

  17. AT welding site • Shall inspect AT welding site as much as possible but at least once in a month

  18. Track Machines • Should inspect Track Renewal/Deep screening site in his section as much as possible but minimum once in a month. Every sanctioned renewal work should be programmed in detail and labor organized ineffective manner. Should Test check the level and centre line pegs given by JE/SSE.

  19. Bridge Inspection • Bridges whose condition warrant special attention to be inspected more frequently • After monsoon :-All bridges including ROB/ RUB • (As per Chapter XI of IRBM)

  20. Bridge and structure Maintenance Shall be responsible for the maintain and repairs to foundations , flooring, sub structures, protective works, bed blocks , track over bridges and the approaches including guard rails and other appurtenances ( accessories) , Pipes, RCC Boxes, Superstructures of all arches , RCC and PSC slabs ,steel work of girder spans less than 12.2 m clear span and other type of bridges except composite , RCC ,PSC and steel girders of spans 12.2 m and more

  21. Tunnel • Shall inspect every tunnel in the sub division once a year before monsoon and maintain the records of inspection.

  22. Other Organisation work like RVNL • Should inspect Ongoing work of other organization like RVNL as much as possible during Foot plate/Trolley • Inspection to check quality and safety of the running trains.

  23. Station and other installations • Service buildings and colonies :- as many possible, particularly those requiring heavy repairs • Water installations :- Once three month • Inspection pit on passenger lines :- Once a year • Railway affecting works/tanks :- Once a year • Canal & irrigation crossing:- joint inspection with state govt. off. Whenever necessary • Routine insp. of staff other than PWI/IOW:- Once three months

  24. Once Year • Inspection and checking of office and store of PWI and IOW • Cutting before onset of monsoon • Private siding • Land verification • Shall ensure that all side drains, catch water drains, bridge waterways are properly inspected before onset of rains. • Specified joint inspection with ASTE/AEE/ AME

  25. Once Year … • All tunnels before monsoon, tunnels condition of which warrants special attention to be inspected more frequently • Religious structures on Railway land • Steel water tank , flood light towers ½ every year • Workshop sheds, platform sheds 1/3rd every year
