  1. Strategic Risk Forum - February 2013 Idea Is there an opportunity for the Financial Services Industry to assist participation by emerging contractors in the infrastructure spend? Typically the emerging contractor has the technical skills but not the other managerial skills nor required support structures. Accordingly, if we could provide a such a structure this would be an enabling action; Suggested structure would be a company, perhaps non-profit, with shareholders and board including selected insurance companies, banks and government – could be described as a public private partnership. Commitment would be needed by all – collateral pool “ government loan?”; % of profit plough back?
