  1. Conference motions NASUWT Supply Teachers’ Forum 6 September 2019

Why do we need them? • The Union is a democratic lay-led organisation. • It is important that members of NASUWT write conference motions to lead the work of the Union. • It provides everyone with the opportunity to take part in a debate on important issues. • It brings different areas of the UK together as a whole union.

  3. How to get ideas for conference motions: • Is there anything effecting you as a supply teacher that you would like to be addressed by the union in some way? • Use your local association structures effectively. They are fundamental to the work of the Union. • Bring that issue to a Local Association meeting – is it effecting others? • At your LA meeting make an agenda item to discuss ideas for conference motions- why not give paper reports on some items to save time for more discussion.

  4. Write a conference motions in three parts • What is the issue?Does the Union have a position on the issue? • Why is it causing concern? – what are the key facts of the issue? • What practical things do you want the union to do about it?

Key points to writing a conference motion • Do: • Be positive • Consider how to make the motion appeal to the whole union • Celebrate the work the union has already done • Make it applicable to all the nations if possible • Make it applicable to all workplaces if possible (e.g. sixth form colleges) • Be careful of the use of verbs (see later) and further/continue • Look at the punctuation from a conference agenda for the use of dotties etc. • Use the Guidance for LA’s on creating and submitting motions • Discuss the motions at a meeting or working group to amend when you have finished it – don’t try to do all the work on your own

Key points to writing a conference motion • Don’t: • Write the speech in the motion – keep to the point or standing orders will cut it down • Ask Executive to do something that is beyond the Union’s power e.g. change a law – we can only ‘campaign to change a law’ • Check what the Union’s current policy is on a topic so we are not contradicting ourselves • Check if it is something the Union is already doing so that whatever you request complements current work

  7. How do you get it on the conference agenda? Useful documents for reference: • The rules of your LA, including those around quoracy • Conference standing orders • Key dates document • Forms for sending the conference motion to National HQ • Old Conference Agendas

  8. Quorate Meetings • In order for your motion to pass it must be agreed at a quorate meeting and sent in to Rednal by the appropriate date on the relevant form. • Make sure you choose a meeting date that is going to be convenient for members and you know you can get a quorate number (1% of your LA membership) • Make sure the agenda and calling notice of the meeting are sent out at least 14 days before the meeting. • Aim for more than your quorate number – and check the membership details • Give yourself at least two weeks to set up another meeting if necessary

Getting your motion on the National Conference Agenda • Make sure you send the motion to Rednal (or scan) before the deadline so if there are any problems you can sort them out before the deadline • You need to send the appropriate form with the list from your quorate meeting – make copies of that list • When voting time comes make sure all your colleagues in your LA and workplace vote for your motion/s

  10. Conference Delegates • Make sure you have worked out the system for conference delegates – no point having motions that no-one can speak to! • You need to have agreed on the number of delegates you intend to send to conference at a quorate meeting – add that to the agendas you send out.
