  3. PROGRAMMES • ABET • Conditional Grants • Provincial funded • LITERACY (SANLI) • Nationally funded • DFID (UNISA) 9 provinces (2002 – 3) • DANIDA : KwaZulu-Natal (2002 – 5) • DOE : LSM and ESM 9 provinces (2002 – 3) Delivery 3 provinces (2003 – 4) • EU : 9 provinces (provincial DOE)

  4. ABET Funding Norms • Distributive norms only • Under discussion at present by HEDCOM Finance Sub-Committee • Proposes programme funding approach

  5. ABET PROGRAMMES • Ikhwelo Conditional Grant (R50 million this year) • 60 PALCs established in nodal areas • 10 provincial co-ordinators now appointed • 240 Adult educators appointed and being trained to teach SMME and Agriculture • Equipment provided • Other • SETAs (eg CHIETA)

LITERACY PROGRAMMES • ABET level 1 programmes • DfID funded SANLI-UNISA programme R35 million: 100 000 learners in 2002 R35 million: 100 000 learners in 2003 • EU funded SANLI programme R21 million: 33 000 learners in 2003 • DANIDA funded SANLI programme R 5 million: 5 000 KZN learners in 2003

  7. OTHER LITERACY PROGRAMMES • Department of Correctional Services • SAPS • Other Government departments • SETAs • NGOs • Project Literacy

  8. MATERIALS DEVELOPMENT • IEC R 5 million (Voter registration) • Stationery

  9. CONSTITUENCY RELATIONS • Regular meetings with Adult learning Network (ALN) and the Global Campaign for Education (GCE) • Media management
