Shipping Order (S/O) is the KEY to declare all essential data: USA New Customs Rule (24 Hours Advance Manifest) • Vessel / Voyage • Shipper’s complete name and address • The complete name and address of the consignee or the owner or owner’s representative, or identification number assigned by US Customs. • Precise cargo description and the Harmonized Tariff schedule (HTS) numbers to the 6-digits level under which the cargo is classified. …General Cargo, FAK(“freight of all kinds”) and STC (“said to contain”) are not allowed. • Weight • Quantity of the lowest external packing unit • Container numbers (for containerize shipments) and the seal numbers for all seals affixed to containers. .. (Especially for CY Factory pack vendor) • International recognized Hazardous material code when such material are being shipped (Dangerous and Hazardous cargo)  .. Any revision /amendment must be submitted to carrier on/before cut off day. otherwise may have USD5,000 penalty by USA customs.

Changes after USA New Customs Rule • Shipment Information (SI) SI data including: • Shipping order (S/O) – by shipper through logistics • Bill of lading instruction - by logistics • CLP/MF (Container loading Plan /Container Manifest) – by Vendor/Logistics • Advancing Vessel Closing • Carriers advance vessel cut off one day early. • All shipment information must be declared to carrier on and before 17:00 on cut off day. • No more Late delivery • All cargo are requested to deliver to APLL warehouse/Carrier terminal on the day of vessel cut off, carrier no longer accepts late delivery. • Cargo are requested to pass customs inspection on cut off day. • Equipment change not allowed after EDI with US customs • Not accepted by USA customs after EDI. • AMCC • Advance Manifest Compliance Charge will due to each master bill of lading from Carrier effective on Mar.15.2003.

USA new customs rule (Chinese version) 美國海關對裝貨港裝船前二十四小時艙單作業新規定 親愛的顧客,  世捷集運股份有限公司(APLL)因應美國海關對裝貨港裝船前二十四小時艙單作業新規定. 所有於11月25日起收貨出口/on board(開航)為12月2日的美國及加拿大線貨物懇請各出口廠商及報關行注意,務必確實配合如下:  • 貨物必須依照各船公司所公佈之截止收貨日(CUT-OFF DATE)當天完成進倉,放行. • 各船公司及APLL均不再接受逾時/延遲進倉,或保留艙單. • 完整正確S/O資料須於該截止收貨日前提供與本公司,以符合艙單資料之要求。 • 所有的S/O資料的修正務必於該截止收貨日前提供予本公司, • 廠家自行拖櫃的裝櫃明細或修正資料務必於該截止收貨日前提供予本公司(包括貨櫃號碼,封條號碼)。 • S/O 資料須提供如下內容: a,  完整的託運人(SHIPPER)及收貨人(CONSINGNEE)公司名稱及地址。 b.  若收貨人(CONSINGNEE)是“TO ORDER”,需指明貨物所有人之公司名稱及地址於NORTIFY PARTY。 c.  詳細的貨品名稱; 海關不允許概括性的品名如“FREIGHT ALL KIND” (FAK) /“SAID TO CONTAIN”(STC)/ GENERAL CARGO / CHEMICAL GOODS / FOODSTUFF等。 d.  詳細的貨品細包裝及數量 如:該貨櫃裝有200 CARTONS在10 PALLETS上, 資料必須記載200 CARTONS (= 10 pallets),而非 10 PALLETS。 e.  貨物材數,重量。 f.  危險貨品須有IMO CLASS及 UN NUMBER。 貴公司的S/O資料於船到達裝貨港前二十四小時經由船公司傳遞艙單至美國海關, 如未能於規定之時間內提供完整正確出口資料,而造成退關或任何費用,責由廠商負責.   懇請 貴公司務必確實配合 !!  若對以上摘要簡述有任何問題,請與本公司業務代表連繫. 世捷集運股份有限公司 APL Logistics Taiwan Ltd. Operation/Booking Process Booking : • Vendor send “carrier shipping order (CSO)”by FAX or email file to APLL Taipei at least 7 working days before vessel closing. • Carrier Shipping order shall included all essential booking data as follows: a. Shipper Name e. B/L Destination i. Commodity Description        b. Consignee Name/Address f. Shipping Mark & No’s j. Notify Party         c. Country of origin g. Total number of Packages k. Estimated CBM and KGS        d. Port of Loading h. Carton Breakdown/PO/Style l. Expected Cargo Delivery Date   m. Mast buying office (For Mast offshore order) n. Indicate if cargo is “Fish & Wildlife” and/or “Pre-Class” shipment (For Mast order). • APLL Taiwan evaluate vendor booking according to Logistics Process instructions with: For Limited Booking - APLL Verify P.O. information from APLL system and send email to LLS CustSrv if any discrepancy (missing, out of window date). For Mast Booking - APLL Verify with Mast Taiwan for any variance by using pre-alert provided by Mast Taiwan. • APLL Taiwan will process to release booking upon the instruction from Limited and Mast respectively. • APLL Taiwan release booking confirmation to vendor for cargo deliver after all booking information are verified correctly with: - Vessel details and vessel closing date. - Carrier Shipping Order (CSO) number for cross dock cargo delivery. - APLL warehouse for cargo delivery • APLL Taiwan input booking data into APLL automatic system (ACS123) • APLL Taiwan dispatch one Shipping Order copy to APLL designed warehouse for cargo receiving.

  12. Cargo Delivery /Stuffing Cargo Delivery • Vendor loading cargo from factory and delivery to APLL designed facility. • Vendor requested to delivery cargo sort by po number. (For Express division - cargo sorted by po by color) • APLL warehouse receive cargo by po number. • APLL warehouse receive cargo with inspection report (For Mast) indicated ‘accept’ and verify shipment against shipping order (S/O). • APLL warehouse clarifywith APLL Taipei if any discrepancy at cargo receiving. • APLL Taipei coordinate among vendor, Limited and Mast Taiwan to fix problem if any variance. • APLL warehouse receive cargo and update receiving details into APLL system. Vessel Closing and Container Stuffing • Vendor complete customs formality on vessel closing day. • APLL warehouse stuffing container base on Limited/Mast’s loading instruction. • APLL Taipei pass BL Preparation instruction to carrier according to stuffing details • APLL warehouse/ Taipei apply “ Hot Stow “ to carrier on behalf of Limited/Mast.

Container Loading Rules • APLL will receiving/ stuffing cargo as per customer loading rules: • Load FCL by end customer. • Co-load by " end " customer in same container to DC. • DC cargo co-load => most cbm on tail, the container destination will be determined what cargo loaded on tail. • Other division co-load together => most cbm in nose to ODW in Columbus, OH. • Co-load BBW/BTA ( with California, Arizona, Nevada dest or mixed assembly centers to Santa Fe Spring, CA. • Co-load BBW/BTA ( with multiple Illinois dest) co-load ) to ODW in Melrose Park, IL. • Other BBW/BTA co-load to ODW in Columbus, OH. • ACS/AEI/AFI/AFK/ANF/BJS/CHI/HOI/HOL/LBI/LBS/LOI/LOS must always be loaded in the tail when being co-load. • Co-loaded with MAST - LNR cargo will ship to FARO, try to co-load with LBR, ANF, TOO first. • Any cargo co-loaded with 3rd party cargo - LBS/CHI should go to ODW in Melrose Park, IL. • Special Commodity handling: • F&W cargo must be tail loaded. • Pre-class cargo cannot go directly to a DC. • MAST- FTL, QSL, TOR cargo - arriving US west coast ship through LGB. • Load Express cargo by PO/style/color.

  14. Shipping Advice (SA) and Documentation SA - Within 24 hours After Vessel Sails • APLL Taipei pick up Sea Way Bill of Lading from carrier. • APLL Taipei verify shipment information base on vendor’s document and warehouse receiving. • APLL Taipei input carrier bill of lading information to APLL system. • APLL Taipei send out shipping advice (SA) to Limited/Mast within 24 hours after vessel sails. Shipping Document - Within 3 daysAfter Vessel Sails • Vendor presents all original commercial documents to APLL Taipei within 3 days after vessel departure. Commercial documents including: • Commercial Invoice • Packing List • Certificate of Origin (If applicable) • APLL Taipei clarify with vendor/Mast Taiwan if any documents correction needed (For Mast order). • APLL Taipei match document with APLL container manifest and carrier Seaway bill of lading. • APLL Taipei send all export documents to destination Broker.

  15. Vessel Schedule • After U.S. Customs New 24 Hours Advance Manifest Rule • Closing time and schedule subject to carrier’s post. • All cargo are requested to delivery on/before closing. • All shipment information must be fully declared on SI. • LLS has carrier allocation changes into Maersk line and request to book TP1 Service to replace MOSK-PS2 • Maersk Line advised their TP1 services might omit their Kaohsiung calling occasionally, and • AE5 will be the replacement with one day early closing than TP1 on Wed. • Most of Taiwan vendor’s production plan for Thursday , might not to be ready due to shipping window on Thursday. • Carrier local charge may different from MOSK.
