Think in terms of groupings and not just individuals Develop logistical plan for addressing concerns Prioritize concerns Use RIOT to establish baseline data State concerns measurably

  9. RTI as a Problem Solving Framework Problem Analysis Question: Why is the problem occurring? ICEL - instruction, curriculum, environment, and the learner. RIOT – Review of records, interviews, observations, and testing data. Interventions are derived from results (data) generated during problem analysis utilizing assessment information.

  10. RTI as a Problem Solving Framework Intervention Plan/Implementation How will implementation integrity be measured and ensured? Who ensures fidelity and match? What data is being utilized (graphs, etc)? When will plan be evaluated?

  11. RTI as a Problem Solving Framework Plan Evaluation Is the plan working or does it need to be adjusted? Was the intervention plan effective? Was the plan carried out with integrity? What adjustments, if any, need to be made?

RTI as a Problem Solving Framework RTI and English Language Learners Key phrase: Problem solving ESL is developing language assessments While expectations are the same as English speaking students (CRT’s, Benchmarks, etc.), assessment practices for evaluating growth are different: Language development is priority until ruled out as primary concern!

RTI as a Problem Solving Framework RTI and English Language Learners Until language can be ruled out as the primary reason for academic deficits, students must remain in a hybrid of tier 1 and tier 2 interventions and not be put on track toward a disability (P. 114 of manual). It is imperative that teachers are following the SIOP protocol at tier 1. The RTI manual also provides a very clear process to follow. Without such practices ELL’s growth is stunted.

RTI as a Problem Solving Framework RTI and English Language Learners The primary role of ESL teachers should be instructing ELL’s in language; not teaching low performing students in reading intervention programs. Schools that currently have Avenues (tied to HM) should begin utilizing this research-based intervention strategy right away.
