  2. What is the National Association of Free & Charitable Clinics (NAFC)? • The NAFC is the only nonprofit 501c(3) organization whose mission is solely focused on the issues and needs of the more than 1,200 Free and Charitable Clinics and the people they serve in the United States. 
 • Founded in 2001 and headquartered in Washington, D.C., the NAFC is an effective advocate for the issues and concerns of Free and Charitable Clinics, their volunteer workforce of doctors, dentists, nurses, therapists, pharmacists, nurse practitioners, technicians and other health care professionals, and the patients served by Free and Charitable Clinics in communities throughout the nation.   3. What is the NAFC’s Mission? Broaden access to affordable health care for the medically underserved by increasing public awareness, promoting volunteerism, and supporting and advocating for the nation’s safety net of Free and Charitable Clinics.  National Association of Free and Charitable Clinics

  4. What is the Definition of a Free or Charitable Clinic? Free and Charitable Clinics are safety-net health care organizations that utilize a volunteer/staff model to provide a range of medical, dental, pharmacy, vision and/or behavioral health services to economically disadvantaged individuals. Such clinics are 501(c)(3) tax-exempt organizations, or operate as a program component or affiliate of a 501(c)(3) organization. Entities that otherwise meet the above definition, but charge a nominal/sliding fee to patients, may still be considered Free or Charitable Clinics provided essential services are delivered regardless of the patient's ability to pay.  Free or Charitable Clinics restrict eligibility for their services to individuals who are uninsured, underinsured and/or have limited or no access to primary, specialty or prescription health care. NAFC Organizational Update – Strategic Plan • At the 2012 Summit, the NAFC unveiled a 3-year Strategic Plan for the Association; the plan can be found on the Members Only Area of www.nafcclinics.org ORGANIZATION VALUES AND GUIDING PRINCIPLES WE BELIEVE access to health care should be a right, not a privilege. WE VALUE human dignity and ACCESS to quality, compassionate health care. WE VALUE the individuality of our member clinics and their ability to adapt to community needs and resources. Goal 1 – Expand the Value of NAFC Membership The NAFC will now provide a discount for full annual membership to GrantStation.com. • NAFC Member Clinics can access Grant Station’s premiere suite of online resources and search thousands of funding opportunities at the local, state and federal level. • The NAFC member price for one full year of access to GrantStation is: $75.00. • This is a very reduced price from GrantStation's usual price of $699 and  the occasional TechSoup price of $299 for access. Goal 1 – Expand the Value of NAFC Membership CVS CAREMARK PARTNERSHIP • In 2013, the NAFC partnered with CVSCAREMARK to offer NAFC members with the opportunity to apply for grant funding. • CVS CAREMARK originally committed $1 million dollars in grant funding (that could be used for capacity building), but after reviewing the 165 grant applications added an additional$250,000 in funding, so 40 NAFC Member clinics could each receive a $25,000-$35,000 grant. • CVS CAREMARK has agreed to fund grants for NAFC Member Clinics again in 2014. Goal 1 – Expand the Value of NAFC Membership CVS Corporate Philanthropy • The NAFC and CVS corporate are partnering to offer NAFC Member Clinics grants ranging from $2,500-$25,000 to support smoking cessation programs. • The new grant program will be rolled out in phases on a state by state basis that will be determined by the CVS Corporate Philanthropy office. • We are excited about these grant programs that show how both the CVS Charitable Trust and the CVS Corporate Philanthropy Office understand the important work that you do daily. Goal 2 – Be the Leading Provider of Education, Research and Resources for Free and Charitable Clinic and the General Public Health Care Access and Reform Statement We believe that when discussing health care access and reform it is necessary for Congress to take into account the following overarching points. Without addressing these points in their entirety, it is the position of the NAFC that more work will need to be done on any health care reform efforts. • Access to Affordable Health Care should be a right and not a privilege. •  In the interest of public health, all individuals should have access to affordable quality health care. • Affordability, accessibility and portability of health care are issues that remain critical to the uninsured in this country. Goal 2 – Be the Leading Provider of Education, Research and Resources for Free and Charitable Clinic and the General Public 2014 NAFC Legislative Priorities • Expansion of the Federal Torts Claim Act • Cover the entity • Expand coverage to Charitable Clinics • Expansion of Health Information Technology Programs to Include Free & Charitable Clinics • Expand grant ad incentive payment programs to Free & Charitable Clinics • Expansion of the 340B Pricing Program to Include Free & Charitable Clinics • Expand this program to name Free and Charitable Clinics as recognized sites so we can save funds National Association of Free and Charitable Clinics

Goal 2 – Be the Leading Provider of Education, Research and Resources for Free & Charitable Clinics and the General Public The Affordable Care Act and Free & Charitable Clinics • One of the most common misconceptions about how the United States will look after the full implementation of the Affordable Care Act (ACA) is that there will no longer be a need for our clinics to continue to provide charity care as a member of the safety net. • In fact, many are surprised to hear that even after full implementation of the ACA, according to the Congressional Budget Office, there may be as many as 29 millionpeople, including documented, undocumented and those who are eligible for Medicaid but reside in states that are not going to expand this program, who are still without access to health insurance. Goal 2 – Be the Leading Provider of Education, Research and Resources for Free & Charitable Clinics and the General Public • The Affordable Care Act (ACA) is just a first step to providing coverage to more people in our country, it is NOT a: • Universal health care system • A Public Option system • A Single Payer system • A Medicare For All system • Identified in the legislation itself are people who are already ‘exempt’ or not allowed from being a part of the new health care system National Association of Free and Charitable Clinics

Other Challenges for the Underserved and the Safety Net There are other challenges that the underserved face when it comes to getting health care whether or not there is an insurance card in their pocket: • Transportation • Location • Hours of delivery • A flooded health care system • Lack of providers • Literacy • Citizenship • Affordability • Patients who will roll on and off of insurance programs and where they will get care National Association of Free and Charitable Clinics

Goal 2 – Be the Leading Provider of Education, Research and Resources for Free & Charitable Clinics and the General Public • In the upcoming months and years, doctors, hospitals, navigators, states, clinics and patients will be addressing the needs of the underserved with respect to: • Affordability • Accessibility • Portability • Given that these issues are still not completely addressed by the ACA, one thing is for certain… National Association of Free and Charitable Clinics

Goal 2 – Be the Leading Provider of Education, Research and Resources for Free and Charitable Clinic and the General Public Legislative and Public Relation Highlights • Executive Director testified before the House Committee on Ways and Means regarding the charitable deduction and the impact it would have on our clinics to secure donations. • Secured 2013 Summit speakers from HRSA and CMS to discuss healthcare reform and its implication on our patients and our clinics. • Briefed Pharmaceutical Companies about the importance of Free and Charitable Clinics and the need for PAP Programs to continue National Association of Free and Charitable Clinics

Goal 2 – Be the Leading Provider of Education, Research and Resources for Free and Charitable Clinic and the General Public Legislative and Public Relation Highlights • Briefed Health and Human Resources staff about the important work that Free & Charitable Clinics do daily and the need for FTCA coverage to continue. • Staff met with Congressional Black Caucus to discuss the importance of Free and Charitable Clinics as members of the safety net. • Senator Rockefeller introduced NAFC supported legislation that would expand HIT incentives to clinics who have started Medicaid billing. • Executive Director was named to the NonProfit Times Power and Influence List National Association of Free and Charitable Clinics

Goal 2 – Be the Leading Provider of Education, Research and Resources for Free and Charitable Clinic and the General Public • Established and maintained a press list of clinics around the country who are willing to tell the Free & Charitable Clinic Story. • Stories about Free & Charitable Clinics and the importance of volunteerism, and the impact of the ACA were covered in: • Front Page - Washington Post • The National Journal • CNN • MSNBC • PracticeLink • El Tiempo Latino • Boston Globe • USATODAY • WEBMD • ROLLCALL National Association of Free and Charitable Clinics

  30. Goal 2 – Be the Leading Provider of Education, Research and Resources for Free & Charitable Clinics and the General Public • The NAFC is working with the MWW Group to expand our advocacy and education outreach in Washington DC. • Asking members to send us any contacts with their Members of Congress so we can reach out on your behalf • Submitted a request to testify before House Appropriations committee on our Legislative objectives • NAFC submitted comments on HRSA’s strategic plan. Goal 2 – Be the Leading Provider of Education, Research and Resources for Free & Charitable Clinics and the General Public • In the Summer of 2014, the NAFC will release a National and State specific Infographic and 5 page sited introduction that can be used by each NAFC member clinic to explain to the press, funders and volunteers who will be left behind after the ACA implementation. Goal 2 – Be the Leading Provider of Education, Research and Resources for Free & Charitable Clinics and the General Public • In 2014, the NAFC partnered with AmeriCares to release a HIPAA Guide for Free and Charitable Clinics. • In 2014, the NAFC will partner with AmeriCares and Julie Darnell to conduct another survey of America’s Free and Charitable Clinics. • In 2014, the NAFC developed customizable advertisements of various sizes that clinics can download from the Members Only Area of the website.
