  8. Environmentally Preferred Procurement (EPP) • Enactment of an Environmental Procurement Policy (EPP) directing the City to purchase; and require its consultants and contractors to use recycled materials and other environmentally preferred products whenever feasible beginning October 1, 2004.

EPP Program • An effort to purchase quality products and services with a reduced effect on the environment and human health. • Environmental purchasing – (factoring environmental considerations in purchasing decisions/strategies.) • Resource use reduction, reuse and recycling. • Reduction in, and proper use and handling of, hazardous and toxic substances. • Education, training and communications.

Green Building Program • Adopted on January 22, 2003 — All projects over 10,000 s.f. starting with the 2003 Bond Program will be LEED “Silver” Certified (over 20 projects by 2007) • Currently approx. 38 projects throughout the DFW area are seeking LEED Certification. Thirteen are City of Dallas Projects. • Expedited Building Permit and Code review for LEED certified projects

Design and construction practices that significantly reduce O&M costs and eliminate the negative impact of buildings on the environment and occupants in five broad areas: • Sustainable site planning • Safeguarding water and water efficiency • Energy efficiency and renewable energy • Conservation of materials and resources • Indoor environmental air quality

LEED Rating System • LEEDTMstands for: Leadership in Energy & Environmental Design • A leading-edge system for designing, constructing, and certifying the world’s greenest buildings • Has emerged as the leading standard for sustainable design • Sponsored by the U.S. Green Building Council (USGBC) • USGBC is a non-profit consensus coalition to promote development and implementation of green building policies, programs, technologies, and design practices • USGBC developed the LEEDTM program in conjunction with the construction industry

Dallas Alliance for Business Developmentwas spearheaded by Dallas • Formed to address local business development and m/wbe participation in public procurement and employment opportunities. • Comprised of nine (9) public agencies: • DISD, DFW International Airport, DART, Dallas County, Dallas County Community College District, Dallas Housing Authority, University of North Texas, Parkland Hospital
