  5. 2853 Congressional NotificationCost • Defined under Title 10 USC Sec. 2853 • Required when project’s cost ($) changes • Increases greater than 25% or $2M over PA • Decreases greater than 25% or $4M, whichever is less • Coordination through NGB/A7/FM/LL and SAF/GCN/LLP/FML then signature by SAF/FMA/IEI • Notification is taking 20 – 40 days

What’s Hot • Energy Policy Act of 2005 (EPAct 05) • Annually report compliance of each project • Will have to report actual energy consumption reduction achieved based on building operation • FY09 submission included 91 projects • 40 compliant based on submitted A-E design data • Average is 41% reduction over ASHRAE baseline • 51 expected to meet the goal – No data submitted • 0 complete and able to verify consumption reduction

SRM – Helpful Hints • Communicate early and often with PMs • Submit construction status reports even if there’s only a slight change in progress • Don’t ask for reprogramming until your PM has a chance to work with you • Feel free to call Steve Freese, your SRM Program Manager, DSN 278-8091 • Remember our goal is to keep facility dollars at the base

New ANGETLs • ANGETL 09-11/CPL 09-02, Project Closeout Process • Issued November 09 • ANGETL 10-XX , Military Construction Cooperative Agreements (MCCA) • Developed in Coordination with NGB-PARC-A and ANG/A7A. • Required when using a State Agency to provide Design or Construction Services for the ANG on Land Not Owned or Leased by the ANG

Project Data System Coming Soon! • Current System • The Project Data System (PDS) tracks progress and financial information on Military Construction Projects and Sustainment, Restoration and Modernization Projects for the National Guard Bureau. • PDS in Microsoft Access since 1996 • In 1999, back end database changed to SQL Server to accommodate growing data • Must have access to ANGRC network and logged in to see the data

  27. Project Data System • PDS on the Web • Real-time data • Web based access from any computer with a CAC reader using Internet Explorer • Data filtered so users can only see information for their base • Provides the ability for users to address disconnects with programmers and project managers
