  2. The Role of the OPG and Crisis Action Planning • Purpose: • Provide an overview of the OPG • Describe the crisis action planning process • Discuss the RDO (request for deployment order) process • Discuss C2 relationships (JTF, DCO/DCE, USCINCSO)

  3. What is the OPG ? CAC • Operations Planning Group • Core formed by the J35 (Future Operations) • SC Directorates provide planning augmentation as required • Primary Crisis action planners for SOUTHCOM • Focus 48-96 Hours out • Monitors current operations and produces additional orders as required COG OPG

Recent Planning Actions • USCINCSO Response to the 9-11 Terrorists Attacks • Campaign Plan Development (Combating Terrorism) • GTMO Detention/Interrogation Operations • Colombia • Assistance to the GOC • Participation in Several Crisis Management Exercises • Costa Rica, Paraguay, Dominican Republic, Guyana

  5. Missions (J35 & OPG) J35 Deputy Director for Future Operations. J35 provides continuity between the J5 and J3 to produce operational orders from existing USSOUTHCOM functional and contingency plans IOT support USCINCSO directives. Operations Planning Group. When directed by the SCJ3, the OPG applies the principles and tools of the Crisis Action Planning and Execution System to plan for resolutions of single or multiple time sensitive events, while minimizing impact to normal theater security cooperation activities.

RFF and RDO Process • RFF (Request for Forces) • Submitted to United States Joint Forces Command (USJFCOM) • When Capability is non-existent within USOUTHCOM • USJFCOM Sources or passes to the services to source • RDO (Request for Deployment Order) • Request from USSOUTHCOM to the Joint Staff for the deployment of forces ISO a contingency operation
