  4. Understand the SBAs for Grades 3-9 • Secure test – All testing personnel must sign test security agreements. • All test administrators must be district staff. The test window is as follows: • April 2–16, 2012 • The test order is reading, writing, mathematics, for grades 3-10 and lastly science for grades 4, 8, and 10. • Science may be tested as early as the Thursday before the first day of testing—districts must have EED approval to test early.

  5. Understand Grade 10 SBA-HSGQE • Secure test – all testing personnel must sign test security agreements. • All proctors must be certified teachers. Three subtestsadministered in this order: • April 3 – Reading • April 4 – Writing • April 5 – Mathematics • Repeating grade 10 students should take all subtests (Gr. 10 SBA-HSGQE), even if they’ve previously taken the HSGQE. • Repeating grade 10 students participate in the science SBA as well. Test in – Grade in

  6. Understand HSGQE Retest • Secure test – all testing personnel must sign test security agreements. • All proctors must be certified teachers. Three subtestsadministered in this order: • April 3 – Reading • April 4 – Writing • April 5 – Mathematics • Organize the student roster in advance – know the subtests to be taken for each student (HSGQE Retest).

HSGQE Retest (cont.) • Who takes the spring HSGQE Retest? • An enrolled grade 11 or 12 student who has failed to pass the entire HSGQE in previous administrations, • An enrolled grade 11 or 12 student who has never taken the HSGQE, or • A returning adult with a Certificate of Achievement • Adults: a returning person with a Certificate of Achievement should be tested in your district’s “Adult School.” District/School Labels from School ##9999 are to be used with returning adults only.

  8. Secure Test Centers • All schools are secure testing centers • Alternate Test Centers (ATC) must be approved by EED in advance • Requirements for ATCs (4AAC 06.755) http://www.eed.state.ak.us/tls/assessment/ATCs/ATCSearch.cfm Check for existing sites Apply for site approval

Test Security • District Test Coordinator Security Agreement • EED will require a signed copy • Associate Test Coordinator Security Agreement • Keep at district office • Distribute before testing • Collect before testing and check for accuracy • Store for reference in case of testing violation • Test Security Agreement for all testing personnel • Ensure HSGQE proctors sign the specific section • Keep at district office • Distribute before testing • Collect before testing and check for accuracy • Store for reference in case of testing violation

  10. Training of all Personnel • Communicate Key Dates (refer to DTC Manuals) • DTCs must communicate to the district the dates of the assessments. Any testing outside of the dates is subject to invalidation. • Delegate to the Associate Test Coordinator • DTCs must delineate and delegate responsibilities at each building. • Prepare the test administrators and proctors • DTCs must prepare test administrators and proctors to follow directions and test security procedures when administering the assessments to students.

  11. Receiving Materials Delivery Verification Form Fax to 763-268-2979 “Materials due by” means this is the latest date you may receive your materials based on location and logistics. There is now 1Delivery Verification Form for all assessments (a copy of the form can be found in any spring 2012 DTCM). For each administration, please include the number of boxes that your district receives in your initial shipment of materials.

  12. Inventory Test Materials • Set aside the Return Materials Instruction Packets for later reference (you’ll have 3 Return Packets; 1 per assessment). • Confirm the total number of district and school boxes received per assessment. • Contact the Alaska Project Team immediately if • Any boxes are missing • You receive boxes that should have been delivered to another district Look for the School Box Range Sheets in the boxes labeled District Materials Enclosed.

Inventory Test Materials (cont.) • Verify the contents of the district overage boxes – you’ll have district overage boxes for each assessment. • Compare ranges of security numbers on • security range sheets, • district security checklists, and • district packing lists. The district packing lists are found in the boxes labeled District Materials Enclosed.

Inventory Test Materials (cont.) • Do not open packages of secure shrink-wrapped materials that will not be used (these should be returned unopened). • Associate Coordinators must be trained to inventory school materials in the same manner as district overage materials. • Notify DRC immediately via email, and copy EED, if any inventories (school and/or district) reveal discrepancies • Missing materials • Extra materials not listed • Do not wait until the first day of testing to complete any type of inventory.

  15. SBA Forms – Form D • Grades 3 and 4 consist of a reading test book and combined writing/mathematics test book • Grades 5–9 consist of a test book and answer booklet containing reading, writing, and mathematics • Grades 4, 8, & 10 Science consist of 1 test book

Grade 10 SBA-HSGQE Forms • Grade 10 SBA-HSGQE Reading, Writing, and Mathematics SBAs, consist of multiple forms for field-testing purposes. • Most Districts will receive 1 common form in packs of 10. • Districts may receive a different Reading form number from Writing/Mathematics form number (Reading has 14 forms, while Writing/Mathematics has 7 forms) • Big 7 Districts Only • will receive spiraled packs of forms in packs of 10 • School-specific Read-Aloud forms were ordered through eDIRECT’s Enrollment System for the Big 7 districts. Do not pull books from spiraled packs for Read-Aloud purposes.

Accommodated Materials – SBAs • Materials for students receiving accommodations were ordered through eDIRECT’s Enrollment System. • Large Print : per grade and subject • Braille: per grade and subject • Braille and Large Print accommodated materials require transcription of responses into a Form D Standard Test Book/Answer Booklet for the reading, writing, mathematics, and science SBAs (procedures for transcription are in the Test Administration Directions).

Accommodated Materials – Gr. 10 SBA-HSGQE & Retest • Materials for students receiving accommodations were ordered through eDIRECT’s Enrollment System. • Large Print: per grade and subject • Braille: per grade and subject • Audio CD: grade 10 SBA-HSGQE (writing & math) & Retest (reading, writing, and math) • Sign Language DVD: grade 10 SBA-HSGQE (writing & math) & Retest (reading, writing, and math) • All students’ responses from using accommodated materials require transcription of responses into a Form D01 standard test book for grade 10 SBA-HSGQE, and Form D15 for the HSGQE Retest (procedures for transcription are in the Test Administration Directions). • IMPORTANT: The following assessments consist of 2 Audio CDs: Grade 10 Writing and Math and HSGQE Retest Reading. Ensure both discs are provided to students during testing.

  19. Accommodated Materials (cont.) • For grades 3–10 reading, writing, mathematics, and science SBAs, accommodations actually used during testing are collected on the inside front cover of the test book/answer booklet. • Braille and Large Print bubbles have been moved to the inside cover under Question 1. • This page should be completed after the student has finished testing (reference the grade-specific Test Administration Directions manual for accommodations collection instructions).

  20. Resolving Material Shortages • Use district overage materials first to cover shortages at schools. • If necessary, extra materials may be transferred between schools. • For security reasons, keep DRC aware of all materials transfers – FaxSecure Materials Transfer Forms (1 per assessment; located in your DTCMs). • Complete the Secure Materials Transfer Forms and fax it to the Alaska Project Team. Keep the form for your records. • NOTE:When training associate (building) test coordinators, test administrators and/or proctors, emphasize the need to contact the DTC when additional materials are needed.

  21. Additional Materials If there is not enough district overage or more school-specific materials are needed, complete and fax the Additional Materials Request Form to DRC. A unique Additional Material Request Form is available for each assessment. LAST DAY TO ORDER ADDITIONAL MATERIALS IS: March 21, 2012 Procedures for each assessment are in the respective DTCM

  22. Precode Label • A precode label is created as a result of the file submitted to DRC’s eDIRECT Precode system in January. • The precode label saves test administrators and proctors time and eliminates errors caused by hand-bubbling. • If a precode label is used, the bubbles on the front cover of the test remain blank. • In cases where students fill in bubbles, the label overrides any marks (no need to erase the bubbles).

  23. District/School Labels • A district/school label is used in place of a precode label. • When a precode label contains incorrect student-identifying information, replace it with the district/school label. • It will assign the student to the correct district and school for reporting test scores. • When a district/school label is applied, all bubbles on the test book cover must be completed. • See label: No student-identifying data is present, bubbles must be completed.

  24. Test Book & Answer Booklet Labels – Grades 3–9 RWM SBAs • All test books or answer booklets must have either a precode label or a district/school label. Precode Label District/School Label • Tan labels are to be used only for grades 3–9 reading, writing, and mathematics SBA test books and answer booklets. • Test books/answer booklets returned without a label will be considered unused and WILL NOT BE SCORED.

  25. Test Book Labels – Grades 4, 8, & 10 Science SBA • All test books must have either a precode label or a district/school label. Precode Label District/School Label • Pink labels are to be used only for grades 4, 8, & 10 science SBA test books. • Test books returned without a label will be considered unused and WILL NOT BE SCORED.

  26. Test Book Labels – Gr. 10 SBA-HSGQE & Retest • All test books must have either a precode label or a district/school label. Precode Label District/School Label • Yellow labels are to be used only for Gr. 10 SBA-HSGQE & HSGQE Retest Test Books. • Test books returned without a label will be considered unused and WILL NOT BE SCORED.

  27. Precode Label • Note the HSGQE Retest label includes the HSGQE subtests to be taken. • It is a quick reference for proctors to use. • If only the subtest(s) listed are inaccurate, the label may still be used – this will not impact data collection.

  28. Do Not Score Labels • All test books must remain secure and tracked. • Use “Do Not Score” labels under the following circumstances: • A label is not positioned correctly on the test book (redo with another test book and district/school label) • A precode label was placed on the test book, but the student did not show up for testing • An inappropriate label was placed on the test book (may need to transcribe student answers) • Test should not be scored Avoid usinga “Do Not Score” label if there is a bubble correctly marked in the “Teacher Use Only” field on the front cover

  29. Return Materials • Locate the Return Materials Instruction Packets found in the district boxes to prepare for shipping materials back. • Materials must be returned via Assessment Distribution Services (ADS) on or before April 10 for the Gr. 10 SBA-HSGQE & Retest and April 19 for the Grades 3–9 SBAs and Science SBAs. • Boxes from schools are first sent to the DTC • Associate test coordinators should have reviewed the school checklists and confirmed presence of all secure test items prior to returning them to the DTC. • Use the school and or district security checklists to check off test materials to be shipped (all secure materials must be confirmed). • Tests for students who tested in your district but belong to another district will be returned with your district’s materials. • Place a copy of all security checklists in a single box of materials (for each assessment) being returned to DRC.

  30. Shipping – Grades 3–9 RWM SBAs • Use the green return shipping labels • Follow instructions in the DTC manual • Best practice: label boxes, “Box # of #” If you need additional return shipping labels, contact the Alaska Project Team at 1-866-339-6390.

  31. Shipping – Science SBA • Use the lilac return shipping labels • Follow instructions in the DTC manual • Best practice: label boxes, “Box # of #” If you need additional return shipping labels, contact the Alaska Project Team at 1-866-339-6390.

Shipping –Gr. 10 SBA-HSGQE & Retest • Use the Orange return shipping labels only for Grade 10 SBA-HSGQE & Grades 11 & Adult HSGQE Retest, as well as all unused material • Follow instructions in the DTC manual • Best practice: label boxes, “Box # of #” If you need additional return shipping labels, contact the Alaska Project Team at 1-866-339-6390.

  33. Shipping –Grade 12 HSGQE Retest • All used grade 12 HSGQE Retest test books must be boxed separately for return to DRC. • Ask your Associate Test Coordinators to mark their boxes containing used Grade 12 HSGQE Retests before returning them to the district (i.e. write on them, apply colored sticker) • Before shipment from the district to DRC, all boxes containing used Grade 12 HSGQE Retest books must be labeled with the new Blue Grade 12 Only Return Shipping label. This allows DRC to expedite their scoring upon receipt.

  34. Return Materials Complete and fax the Return Materials Verification Forms (1 per assessment) to DRC once Assessment Distribution Systems (ADS) has picked up the materials. Deadline: April 10, 2012—Gr. 10 SBA-HSGQE & Retest Deadline: April 19, 2012—Reading, Writing, Mathematics, and Science SBAs

  35. Missing Materials • Once all materials are inventoried at DRC, a missing materials report is submitted to EED. • If missing materials, DTCs are asked to investigate • Transfer Materials Form • School Packing List • School Security Checklist • School/Classroom Daily Check In-Check Out Form • Interview personnel • Materials for discard/retain (e.g., DTCM, TAD, extra labels, rulers, scratch paper)

Gr. 3–9 SBAs & Science SBA • Report Dates: • Grades 3–9 Reading, Writing, and Mathematics and Grades 4, 8, & 10 Science SBA Online Reports Available: May 16, 2012 • Grades 3–9 Reading, Writing, and Mathematics and Grades 4, 8, & 10 Science SBA Paper Copy Reports in Districts on or before: May 29, 2012

Gr. 10 SBA-HSGQE & Retest Reports and Rescores • Report Dates: • Gr. 12 HSGQE Retest Online Reports Available: April 25, 2012 • Gr. 11 and Adult HSGQE Retest and Gr. 10 SBA-HSGQE Online Reports Available: May 11, 2012 • Gr. 10 SBA-HSGQE & HSGQE Retest Paper Copy Reports in Districts: • On or before May 18, 2012 • Rescore Dates: • Gr. 12 HSGQE Retest Rescore Requests due to EED: May 11, 2012. • Gr. 12 Rescore Results available to Districts: May 25, 2012 • Gr. 10, 11, & AD HSGQE Rescore Requests due to EED: June 4, 2012 • Gr. 10, 11, & AD HSGQE Rescore Results available to Districts: June 13, 2012
