FINAL LEITCH REPORT MESSAGE 1 – Two eye catchers (i) statutory learning leaving age of 18 (ii) review progress of adults achieving first L2 by 2010 and if progress insufficient, a statutory entitlement to workplace training to Level 2 The big idea in Leitch is a statutory learning leaving age at 18. Green Paper expected in the spring. STRATEGIC MESSAGES

  3. FINAL LEITCH REPORT MESSAGE 2 – Statutory intervention is ruled in for young people but only threatened for adults. (i) young people learning leaving age not employer levies/LtP (ii) adults no imposition of LtP or employer levies MESSAGE 3 - The Leitch Review keeps the CBI on-side over adult skills in the short-term and the TUC on-side over the medium-term STRATEGIC MESSAGES

FINAL LEITCH REPORT MESSAGE 4: costs remain unclear including public/private split • 14-19: do not know the costs in England – outside Leitch • adult skills: total UK up to L3 is £1.5bn/£2bn but split between public and private contributions are unknown unclear about 19-25 entitlements/foundation tier/first L2/first L3 • HE: expansion of HE should be work-based/vocational/part-time private contributions should cover the bulk of the cost of tuition no formal endorsement of the 45% figure no split between full-time/part-time if expansion at 45% no assessment of maintenance/learner support costs keep the 18-30 target as well as all age 19+ HE target STRATEGIC MESSAGES

Example is London London Skills and Employment Board PBR 2006 Para 3.55 “The Leitch Review published on 5 December recommends that employer coalitions and regional skills partnership are merged into a series of employer-led Employment and Skills Boards…..” STRATEGIC MESSAGES

FINAL LEITCH REPORT MESSAGE 11 – RDAs/RSPs outside of London the big losers • SSCs have new roles • Local Authorities can feed into ESBs • RES/RSP not to shape adult skills • Leitch overturns successive DfES skills strategy papers • Regional structure of LSC proposed in FET Bill looks awkward STRATEGIC MESSAGES

FINAL LEITCH REPORT MESSAGE 12(i) – How does Leitch square with Ken? • The Skills and Employment Board in London will be an Employment and Skills Board – forms part of the Further Education Bill. • But the London Skills and Employment Board is only one part of the deal with the London. • The most important is the London Regional Adult Skills and Jobs Plan. FINAL LEITCH REPORT MESSAGE 12(ii) – How does Leitch square with Ken? • national framework of adult skills - London Skills and Employment Board operates within it - LSEB chaired by London Mayor - annual adult skills plan “That plan will then drive the way the LSC allocates funds and operates programmes in London.” Alan Johnson (13/6/2006) “The LSEB will have the power of direction over approximately £400m of the London LSCs’ adult skills budget.” LDA - (14/12/2006) Further Education and Training Bill - Clause 4 – specifically reinforces the LSEBs power to direct 19+ LSC funding via adult skills plan • But this represents a statutory power underpinning a regional adult skills plan to drive the way the LSC allocates funds • whispers about the Mayor wanting HE funding within scope of the plan STRATEGIC MESSAGES

FINAL LEITCH REPORT MESSAGE 21 – Train to Gain relative to Learning Accounts appear to be the key demand-led mechanism to achieve the adult Level 2 ambition MESSAGE 22 – 500,000 apprenticeship ambition does not imply a doubling of apprenticeships in England Uncertainty over the 500,000 apprenticeship target because some will be for young people, unclear whether adult Level 2 or adult Level 3, and the 255,000 baseline in England-wide and target is UK-wide.
