  2. UNBUNDLED CALL SCENARIOS - VERIZON NORTH The following diagrams represent a series of Verizon North call scenarios involving end users whose local service is provided by a UNE CLEC. Each diagram indicates a) who owns the call (Verizon, IXC or CLEC), b) which UNE CLEC (if any) receives the DUF (Daily Usage File) record, and c) what unbundled usage rate elements (if any) Verizon bills, and to which UNE CLEC. The tables below provide a key to the labels found in the diagrams. A-1 UNBUNDLED CALL SCENARIOS - VERIZON NORTH DIRECT DIALED INTRALATA Local Intra-Switch Call From UNE CLEC A End User To Verizon North End User VZNEOS In this scenario UNE CLEC A owns call *, receives DUF record and is billed ULSC-O.UNRCC is not applicable because no trunk port is involved.* Note: Ownership of an unbundled call belongs to the carrier that sets the end user’s retail billing rate for that particular call. The owner of the call may or may not bill the end user directly. AEU ALP ULSC-O VZNEU VZNLP

A-3 UNBUNDLED CALL SCENARIOS - VERIZON NORTH DIRECT DIALED INTRALATA Local Intra-Switch Call From UNE CLEC A End User To UNE CLEC B End User VZNEOS AEU ALP ULSC-O BEU BLP In this scenario UNE CLEC A owns call, receives DUF record and is billed ULSC-O.No unbundled usage charges are billed to UNE CLEC B.

A-4 UNBUNDLED CALL SCENARIOS - VERIZON NORTH DIRECT DIALED INTRALATA VZNEOS 1 Local Inter-Switch Call From UNE CLEC A End User To Verizon North End User Shared Trunk Port Call Routed Direct (A) or via Tandem (B) To Verizon North Terminating Switch In both A and B versions of this scenario UNE CLEC A owns call, receives DUF record, and is billed ULSC-O, UIC, ULCTC and UNRCC.TTSC is not billed in version B of this scenario, because Verizon-North cannot determine the routing method on a per call basis. USTPC is not billed because ULCTC and UTCTC (where applicable) cover shared trunk port as well as transport, plus tandem switching based on the percentage of direct dialed local calls that are tandem routed. This applies to all UNE direct dialed intraLATA calls routed via shared trunk port in Verizon North. ULSC-O UIC STP AEU ALP B VZNTS A STP ULCTC STP VZNEOS 2 UNRCC VZNEU VZNLP STP

A-5 UNBUNDLED CALL SCENARIOS - VERIZON NORTH DIRECT DIALED INTRALATA VZNEOS 1 IntraLATA Toll Call - New York From UNE CLEC A End User To Verizon North End User Shared Trunk Port Call Routed Direct (A) or via Tandem (B) To Verizon North Terminating Switch In both A and B versions of this scenario UNE CLEC A owns call, receives DUF record, and is billed ULSC-O, UIC, ULCTC and UNRCC.This scenario only occurs if Verizon North is designated as LPIC for the originating line. If a carrier other than Verizon North is designated as LPIC, all intraLATA toll calls will be covered under Unbundled Originating Access (See section B). If no LPIC is designated, the end user cannot make this call except by casual dialing (101xxxx) to an IXC, and such a call is also covered under Unbundled Originating Access. A-6 UNBUNDLED CALL SCENARIOS - VERIZON NORTH DIRECT DIALED INTRALATA VZNEOS 1 IntraLATA Toll Call - New England From UNE CLEC A End User To Verizon North End User Shared Trunk Port Call Routed Direct (A) or via Tandem (B) To Verizon North Terminating Switch ULSC-O UIC STP AEU ALP B In both A & B versions of this scenario UNE CLEC A owns call, receives DUF record, and is billed ULSC-O, UIC, UTCTC, ALSC and TCCLC.If a New England state does not currently support UTCTC, ULCTC will be billed for this scenario. If a New England state does not currently support ALSC and TCCLC, UNRCC will be billed for this scenario. This applies to all UNE direct dialed intraLATA toll calls in the New England states. A-7 UNBUNDLED CALL SCENARIOS - VERIZON NORTH DIRECT DIALED INTRALATA Local Inter-Switch or IntraLATA Toll Call From UNE CLEC A End User To Verizon North End User Dedicated Trunk Port Call Custom Routed To Verizon North Terminating Switch VZNEOS 1 ULSC-O UIC AEU ALP ATP In this scenario UNE CLEC A owns call, receives DUF record, and is billed ULSC-O and UIC.Because call leaves originating switch via dedicated trunk port, all segments of call beyond originating switch are billed in Interconnection billing environment (meet point A) and not on UNE bill. In this case Interconnection billing is based on terminating call record. This applies to all UNE direct dialed intraLATA calls routed via dedicated trunk port in Verizon North. VZNEOS 2 VZNEU VZNLP ATP Interconnection billing environment

A-8 UNBUNDLED CALL SCENARIOS - VERIZON NORTH DIRECT DIALED INTRALATA Local Inter-Switch Call From UNE CLEC A End User To CLEC B End User served by CLEC B switch Shared Trunk Port Call Routed Direct (A) or via Tandem (B) To CLEC B Terminating Switch VZNEOS In both A and B versions of this scenario UNE CLEC A owns call, receives DUF record, and is billed ULSC-O, UIC, ULCTC and UCRCC.Facilities based CLEC B will bill Verizon North a Reciprocal Compensation charge for such calls delivered by Verizon North, and Verizon North will bill UNE CLEC A UCRCC. This applies to all UNE direct dialed calls terminating in a CLEC switch in Verizon North. ULSC-O UIC STP AEU ALP B VZNTS A STP ULCTC STP CLBS BEU UCRCC

UNE CLEC A is not entitled to any usage sensitive compensation. VZNTS A STP STP VZNEOS 2 AEU ALP STP

UNE CLEC A receives DUF record and is billed ULSC-O, USTPC and UIC.Call transport is billed in the access billing environment. This applies to all direct routed UNE originating access calls routed via shared trunk port in Verizon North.This scenario includes LPIC to carriers other than Verizon North, casual dialed (101xxxx), certain 800/888 calls, DA (Directory Assistance) access calls and OS (Operator Services) access calls. It does not include access calls handled by a Verizon operator. (See Operator Services - Live). A call defined in this scenario could terminate to another Verizon North UNE CLEC end user, which would generate a separate DUF record covered under Terminating Access.Originating access calls that reach the IXC POP but are not completed to the terminating end user (e.g., busy line) are included in this scenario. This applies to all UNE originating access call scenarios in Verizon North. IXC POP State Access billing environment

It does not include access calls handled by a Verizon operator. UNE CLEC A receives DUF record and is billed UIC, USTPC and ULSC-T .Call transport is billed in the access billing environment.This scenario covers all calls terminating to a UNE CLEC end user and direct routed from an IXC POP, including LPIC intraLATA toll calls originating from another Verizon North UNE CLEC end user. (See Originating Access).If an unbundled terminating access call enters the Verizon-North network but is not completed to the end user (e.g., busy line), no DUF record is generated and no unbundled usage charges are billed. UNE CLEC A receives DUF record and is billed TTSC, UTTC 2, UIC, USTPC and ULSC-T.Call transport from IXC POP to VZNTS is billed in the access billing environment.This scenario covers all calls terminating to a UNE CLEC end user and tandem routed from an IXC POP, including LPIC intraLATA toll calls originating from another Verizon North UNE CLEC end user. UNE CLEC B receives DUF record and is billed UIC, USTPC and ULSC-T.This call generates a terminating access record, but the originating carrier is identified in the DUF record as an FBC (Facilities Based CLEC) and not an IXC. This enables UNE CLEC B to charge the proper party.This scenario includes direct routed intraLATA 800/888 calls originating in a CLEC switch, when the CLEC performs the 800 query dip. UNE CLEC B receives DUF record and is billed TTSC, UTTC 2, UIC, USTPC and ULSC-T.This call generates a terminating access record, and the DUF record identifies the originating FBC.This scenario includes tandem routed intraLATA 800/888 calls originating in a CLEC switch, when the CLEC performs the 800 query dip. UNE CLEC A receives DUF record and is billed ULSC-O, DIPC, UIC, ULCTC and UNRCC. TTSC is not billed in version B of this scenario, because Verizon-North cannot determine the routing method on a per call basis. USTPC is not billed because ULCTC and UTCTC (where applicable) cover shared trunk port as well as transport, plus tandem switching based on the percentage of direct dialed local calls that are tandem routed.
