National High Magnetic Field Laboratory NHMFL SharePoint Portal NSF BSR Recommendations Develop a written NHMFL Strategic Plan and routine to ensure that the long-term goals are outlined and systems are developed to measure and improve overall performance, and in particular to address the administrative business systems.  There should be information in this document, or something like an annual work plan, to more clearly show the link between the Mag Lab's broader long-term programmatic goals and the administrative and programmatic activities carried out in the short-term like the day-to-day operations Ensure that the roles and responsibilities for NHMFL staff are documented and in a more formal approach than the website briefs are currently being used.  This effort should be first applied to those holding key senior positions (e.g., Director, Associate Lab Director, Department Heads etc.).  In particular, information outlining the administrative business management of the facility support should be incorporated into the resulting documents/descriptions, in addition to the descriptions of the technical/scientific responsibilities.  The PD for the Associate Lab Director is a straw man and should be considered as a model for other PDs that are developed External Advisory Committee Meeting August 11-12,2010

NHMFL Operating Guidelines National High Magnetic Field Laboratory Florida State University University of Florida Los Alamos National Laboratory July 20, 1995 Operating Guidelines • The National High Magnetic Field Laboratory (NHMFL) is funded by the National Science Foundation (NSF) and the State of Florida as a laboratory to provide high magnetic field facilities and services for research conducted by users from several scientific disciplines and to develop facilities necessary to remain in the forefront of high magnetic field research and technology. The Laboratory must include a stimulating in-house research environment involving several disciplines including physics, chemistry, materials science, engineering, biology and others that utilize the facilities and advance the mission of the laboratory. • It is the SUS's position that all E&G funds appropriated for NHMFL be used for the benefit of the Laboratory. • Faculty research support .. Funding in all cases will be provided only for projects that are specifically directed to the enhancement of the NHMFL and its research and technology programs. Faculty positions at FSU and UF were designated in support of magnet technology and related science areas. External Advisory Committee Meeting August 11-12,2010

  13. Performance Goals for all NHMFL faculty • Science • Service to Users – Supporting users of the NHMFL facilities is the primary metric by which the NHMFL is evaluated. The primary and most important service to users is the direct support of users during their magnet runs. In addition, service to users can also include demonstrable success in attracting new users, developing new instrumentation and/or new infrastructure that results in scientific benefit to the NHMFL user program. In particular, personal research publications, invited and contributed talks, and research funding fall under the “Research” goal and are notconsidered as criteria for success in this “Service to Users” goal. • Research program – Developing and sustaining a personal research program of international stature enhances both the individual scientific reputation of the NHMFL faculty and the collective scientific reputation of the NHMFL. Networking through invited or contributed talks at conferences is a primary method of attracting new users to the NHMFL. Collaborative research, research in which the NHMFL faculty member plays an active role as full scientific collaborator, is a valuable method for migrating externally developed state-of-the-art techniques to the NHMFL user programs. Research publications, invited and contributed talks, and research funding from the User Collaboration Grant (UCG) Program and/or external sources provide clear evidence of success in research. What keeps me up at night ..and gets me up and going in the morning • State Budgetary Constraints– we will be doing well if we can hold our own, and there are many threats by which we could be harmed • The path forward should confirm our prudent use of limited resources and attract other resources to enable NHMFL success • Are we properly focusing NHMFL’s mission to the NSF? • This path should include a coherent plan, strategy and metrics that crosses strategic planning, fund-raising and transparency • Provoke questions and organizational introspection • Tie employee performance to organizational performance • NHMFL position as Best In The World for this type of facility! • Positive feedback from stakeholders with whom I interact
