  1. Supervisor enters SUMMARY RATING in EmpowHR For Employees Under the 5 Tier Performance System

  2. NOTE: If the system will not Allow you to enter a summary Rating for employees, check to Be sure the reviewer concurred With the plan in EmpowHR. Reviewer concurrence is critical. You won’t be able to enter progress Reviews or summary ratings if the Reviewer did not concur with plan at least 90 days before.

  3. Select “internet explorer”

  4. Enter the URL: https://icams.usda.gov/

  5. Read the Warning and Click on “I agree to the above”

  6. Enter your EmpowHR (ICAMS) User ID and Password and click on “EmpowHR Sign In”.

  7. Click on “Manager Self-Service”.

  8. Click on “Tasks”.

  9. Select “Performance”.

  10. Select “Summary Rating”

  11. Click on “New Rating” next to the applicable employee.

  12. Click on the “search engine” to Select the correct review period.

  13. Select the applicable performance plan “review period from” date.

  14. Click on “add”.

  15. 2. Click on the “Elements and Standards” tab to enter ratings. 1. Supervisor enters comments in the “reviewer comments box”. NOTE: Don’t Click SAVE until you have entered all applicable comments in the “reviewer comments” box under the “summary rating” tab and have entered ratings for all the elements under the elements and standards tab. NOTE: clicking SAVE sends notice to the reviewer that the rating is Ready for reviewer concurrence. Wait till you are done before clicking SAVE

  16. Click on “view all” so you can see all the elements and standards in the plan.

  17. To select a rating for the element, click on the “search engine” icon Next To the box for “element rating”.

  18. Compare the employee’s performance • with the fully successful performance • standard established for the applicable element • and determine which of the following ratings apply. 2. Select the applicable rating for the applicable element. • For all elements rated “does not meet”, the rating official must prepare a written statement describing the employee’s deficiencies with assistance from SPO.

  19. Repeat this process until you have entered a rating for every element in the plan.

  20. Scroll to the top and click on the “Summary Rating” Tab. NOTE: DO NOT SAVE UNTIL YOU HAVE ENTERED APPLICABLE JUSTIFICATIONS/COMMENTS UNDER THE SUMMARY RATING TAB.

  21. 1. Supervisor must enter an accomplishment statement or justification for each element given a rating of “exceeds fully successful” or “does not meet”. You MUST enter the comments BEFORE taking “SAVE”. • Click on “SAVE” if you have entered all ratings • and required justifications.

  22. NOTE: If you took SAVE before you entered Justifications/comments, you will not be able to enter them here. You will need to back out, then go back in under “existing rating” and click on “add more comments” to enter comments.

  23. Note the system automatically calculates the final “summary rating” for you after you enter and save the ratings for each individual element. After saving the rating, a check mark should show in the box under “supervisor, created review rating”. A check mark in this box is the electronic signature of the supervisor.

  24. To print a hard copy document, click on the “create printable form” button. NOTE: Printing hard copies should only be done when necessary.

  25. The Summary Rating Will Flow to the “Reviewer” for Review and Signature.
