History of Emergency Management & Hazard Mitigation • 1803 - Congressional Act gave assistance to New Hampshire town following a fire • 1803 - 1930’s - 100’s of piecemeal emergency assistance legislation • 1950 – Civil Defense Act • 1960’s - onslaught of major disasters • 1974 – Disaster Assistance Act • 1979 - President Carter created Federal Emergency Management Agency (through Executive Order) Network of State Hazard Mitigation Officers

  7. History of Emergency Management & Hazard Mitigation • 1988 - Hazard Mitigation Grant Program created • 1993 - Volkmer Bill substantially increased mitigation funding • 1995 - Hazard mitigation dubbed the cornerstone of emergency management Network of State Hazard Mitigation Officers

History of Emergency Management & Hazard Mitigation • October 2000– DMA created Post Disaster Mitigation • September 11, 2001 - Terrorist Attack on U.S. soil • March 2003 - President Bush created Department of Homeland Security • Federal Emergency Management Agency joins 22 other federal agencies, programs, and offices in becoming Department of Homeland Security Network of State Hazard Mitigation Officers
