New: Suzy’s Boards Draft Vision • The Living Room for the Lower Capilano community, where people gather, meet, socialize and access social, library and recreation services and supports and obtain information about the community. The facility will seek to understand and respond to the needs of the Lower Capilano community.

  15. What’s New / What’s Next/ What are your thoughts? The community centre will be part of the LARCO rezoning application and will be integrated within a residential complex. A facilitated process is underway to develop a partnership agreement to guide the operation of the centre. Bruce Carscadden Architect has been hired to represent the District’s and community interests through the design and construction process.

  16. NEW (Suzy’s boards) Proposed Community Centre Charter • The Lower Capilano Community Centre will be constructed to provide a range of community, social, library and recreation services. It will be designed for multi-use in order to achieve maximum use potential and to accommodate changing uses as community needs change over time. It will likely be operated through a partnership between the North Vancouver Recreation Commission, the District of North Vancouver, the Capilano Community Services Society, and the North Vancouver Public Library.

Draft – Parterning Framework Proposed Goals • To facilitate a healthy & engaged Lower Capilano community; • To leverage the strengths of all partners while seamlessly delivering quality programs and services to the community; • To work collaboratively in the provision of programs and services; • To continue to enhance and strengthen the relationship between the partners; • To acknowledge the importance  of ongoing communication between the partners; • To link with other organizations to maximize financial and other resources; • To leverage volunteer contributions and enhancement of volunteer leadership; • To engage the community in fulfillment of all above goals • Other ? Proposed Opportunities for Community Engagement • Community Advisory Committee • Membership in and Representation through a partner • CCSS’s Board of Directors, Library Board of Directors, Commission’s Board. • Other? • VOLUNTEERISMThe Partners will ensure that volunteerism continues to be part of many of the services provided within the facility for both economic sustainability and also to retain a sense of community involvement and engagement within the facility. Volunteerism is valued highly by all partners.

  18. New – Tamsin’s boards The District of North Vancouver adopted a detailed package of Design Guidelines in 2011. They are found on line and are part of Schedule B of the OCP. Recognizing the value of this existing package, staff are supplementing it with more details that will be relevant to Lower Capilano.

At the application stage, when a developer submits drawings for review, the staff team compares the designs against municipal bylaws and Design Guidelines. Design Guidelines are divided into: Public Realm, Site Planning and Building Form. • 2. Site Planning: • Is the building a neighbourly design? Does the building overshadow its neighbours? • Does the building take advantage of the sun orientation? • Is the grading at street level appropriate? • Building Form: • Is the choice of materials right for the area? • Is the building well articulated? • Is their outdoor space for residents to enjoy (balconies and roof decks) • 1. Public Realm: • Does the project relate well to the street? • Is the sidewalk wide enough? • Is there weather protection? • Does the building wrap the corner? Some of you may recognize this building in Port Moody that we visited on the bus tour…

  21. Key ideas that came out of the October work include: • An interest in making the Village of Lower Capilano distinct from Marine Drive with its own character. • Support for celebrating the Capilano River, and history of First Nations Fisheries was echoed in the Public Art discussions, the Street Naming discussions and in the open house work on potential themes. • Building material responses showed a strong preference for buildings that used natural accents
