History of Island • New Pass formed in 1848 by hurricane. • Initial dredging of New Pass in 1926. • Group of small detached mangrove islands, “Cerol Isles”. • filled by John Ringling in the 1920’s. • City purchased16.2 acresat mid-section in 1938. • built a public spa and casino. • County purchased153 acresat South Lido area in 1974. • dedicated South Lido Park to be preserved in a natural state. • City purchased60.9 acresat north section in 1977. • dedicated North Lido Park to be preserved in a natural state.

  5. Long Range Master Plan • City obtained services of Coastal Planning & Engineering (CPE) in January 1990 to develop long-range beach management and erosion control plan. • CPE completed Long Range Master Plan in January 1991. • Plan examined 7 erosion control alternatives, a buy-out/ retreat approach, 4 renourishment options and an offshore breakwater. • Plan recommended renourishment of 9,000 feet of beach(from R-35 to R-44) at minimum width of 75 feet.

  6. Inlet Management Plans • FDEP required City to develop Inlet Management Plan for both, New Pass and Big Sarasota Pass. • City obtained services of CPE in June 1992 to develop both Inlet Management Plans. • CPE completed New Pass Inlet Management Plan in June 1993 and Big Sarasota Pass in September 1993. • Both Plans included Sand Sediment Budget. • New Pass IMP recommended continual periodic dredging of New Pass channel. Big Pass IMP did not. • Town of Longboat Key disagreed with Sand Budget. • Neither Plan approved by FDEP.

  7. New Pass Dredging Project • Federal maintenance began in 1964. • Eight Projects done. • Dredging has occurred about every 4-5 years. • 2 ¼ million cubic yards dredged in last 35 years (8 projects). • Average 280,000 c.y. per dredging.

  10. 1997 New Pass Dredging • New Pass Dredging Project - USACE • Hendry Dredging began June 15, 1997 • Placed 163,000 cubic yards (50% of total) on north part of Lido Beach • Completed work in September 1997 • No local funds involved

  11. 1998 Restoration Project • City/State Funded Project • Applied for grants for many years • Received 25% State grant in May 1997 • Placed 285,000 cubic yards in May 1998 • Total cost = $3.41 million. ($12.00/Cubic Yard) • Protection from Earl, Georges & Harvey

  22. 2003 New Pass Dredging • Sarasota County is “Local Sponsor”. • City/County worked together to obtain funding for USACE. • Congressman Dan Miller was of great assistance in getting approval. • City of Sarasota and Town of Longboat Key will share the sand on 50/50 basis.

  23. USACE is now going to dredge in this location, as they did the last 4 times. Normal shoreline when dredging is straight out. USACE wanted to dredge in this location.

  24. 2002 New Pass Dredging • USACE awarded contract on 30 September 2002 to Goodloe Marine, Inc. • Bid amount for New Pass project is $2,231,050. Gordon Pass will be extra $$. • Pre-construction meeting was held on November 1, 2002. • Construction to began 15 December 2002. • Completed Lido portion on 1 Febr. 2003.

White Sand - Status • Sand dredged from New Pass is “white” sand. • USACE included two options in their contract for New Pass Dredging with City to pay difference. • Stock pile 123,000 cy at R-35.5 to R-38.5 or, • Spread 123,000 cy from R-35.5 to R-44. • City’s actual share will be $98,050 plus 7.5% Admin. costs. • “White” sand was spread from north of Holiday Inn to Big Sarasota Pass, if there is sufficient sand.

Federal Nourishment Project • Initially authorized by Congress - December 31, 1970. • De-authorized by USACE - January 1, 1990. • Approval for Reconnaissance Study - 1994. • Reconnaissance Study completed - January 1997. • Feasibility Cost Sharing Agreement • Signed by City - July 20, 1998. • Signed by USACE - July 20, 1999. • Re-authorized by Congress - August 7, 1999 • 65/35 of initial project and 50 year commitment.

  30. Federal Nourishment Project • Feasibility Study began - November 2000. • $700,000 shared 50/50. • Now 95% complete. • Submit to Congress January 2003. • Selected Plan – 1,075,000 cy and 3 groins. • Design / Construction Phase -Year 2004 • $12.95 million with City’s share about 37.3%. • State grant program may fund 50% of City’s share. • Renourishment Phase -Year 2008, 2012, 2016. • $5.3 million to be shared 50/50.
