Programme objectives • To evolve a public-friendly PS institution • To develop a replicable model PS system • To encourage dialogue for environment building • To inculcate declining litigation and crime • To conduct requisite action research • To undertake proactive training • To evolve responsible police operations • To evolve responsive citizenship • To extend application across the state

Extended objectives for the police • To improve the public perception • To sensitize about genuine public grievances • To cease to indulge in motivated harassment • To extend good behaviour, body language, and ambience • To distinguish between an offence and a crime • To cut down the needless workload and fatigue • To help acquire enhanced image and self-esteem • To create a harmonious communication with the public, and the media

Extended objectives for the public • To enlighten about the rules and the laws • To avoid needless litigation, and thus stay away from wasting precious time, money and peace of mind • To appreciate the constraints of police • To understand the limitations of police • To be a responsible & responsive citizen • To enrich social peace and public order

Methodology • Comprehensive information for the public, effectively displayed at the PS • Counseling form – format and filling-up • Face-to-face counseling with the litigants • Reaching legally viable reconciliation • Reconciliation – documenting and appraisal • Follow-up, if any Extended elements: • Incorporating Quality systems: Drawing upon the ISO 9001, Sigma 6 and Kaizen • Periodic police-public meets • Public appreciation of performing police personnel

  6. The Diagnosis, and the Treatment Satya profoundly believes: That <COMMUNICATION> - proactive and unhindered, across the hierarchy is the sum total of the programme in hand. Satya defines <COMMUNICATION> as <Learning + Cognition>, that produces natural, effective & workable DIALOGUES – to diagnose and treat the conflict.

First-time programme • First time in operation as a pilot project at the Vidhayakpuri PS, Jaipur - since January 2005. • Inspired by the Satyamandate to function as a channel between police and the public for transparent transactions of societal disputes and clashes. • `Case Reconciling at the PS level` is a core component of the pilot programme.

  15. 32 success stories! • The entire 32 cases, as of yet, of reconciliation remain settled. • The involved parties remain in good harmony.

  16. PS workload lightens • The pilot project takes care of quasi-criminal disputes. • The dialogue ultimately resolves the problem. • The PS staff is freer to investigate the organized crime.
