  1. Wide Maritime Area Airborne Surveillance Maritime Security and Needs for R&D Ostend - 22 Sept. 2010 - The WIMA²S Project - www.wimaas.eu

  2. WIMA²S – Consortium • Capability project • FP7-SEC-2007-1 • Start 01-12-2008 • 36 months • 4M€ total cost • 2.74 EC grant • MARINE NATIONALE FRANCAISE (France) • GUARDIA DI FINANZA (Italy) • GUARDIA CIVIL (Spain) • SWEDISH COAST GUARD (Sweden) • FINNISH BORDER GUARD (Finland) • POLISH COAST GUARD (Poland) • FRONTEX EPN (Europe) • MUMM (Belgium) • MALTA AUTHORITIES (Malta) • … A group of End-Users 14 partners from 10 EU countries

  3. WIMA²S & Airborne Surveillance • Air assets (Aircraft, UAV) have a key contribution in building a precise « Common Operating Picture » through detection, localization, identification and tracking of all ships especially those which can threat Homeland (near the border or not), • Airborne platforms: • are well suited for surveillance over extended areas, • ensure continuous and discrete tracking, • perform close-up inspection when needed. • Air assets (Aircraft, UAV) is a key for maritime surveillance.

  4. WIMA²S – Project Objectives Multi-Missions • WIMA²S addresses the full spectrum of public service missions, including protection against all kind of trafficking and protection of the European resources. Security Environmental Safety System in a System • WIMA²S is a building block part of a system of systems.

  5. UAV Remote controlled System Stand alone system 2007 2010 2015 WIMA²S – Project Objectives • The WIMA²S project intends to explore and evaluate the potential benefit, in term of efficiency, cost effectiveness and accuracy, that could be brought to maritime wide area surveillance by new concepts such as: • Remotely controlled airborne sensors, • Unmanned Airborne Platforms, • Analysis of airborne sensors, • New algorithms, • Integration with cooperative assets

  6. WIMA²S after the first & half year • A Survey of End-User Needs • End-User Requirements: 3 tasks achieved, • Questionnaire, report on existing airborne assets, interviews, WIMA²S workshop • More than 25 internal reports, 7 end-user interviews • A workshop with 11 End-users from 9 agencies, 8 presentations • A deliverable with 3 annexes.

  7. End-User Conclusions Present surveillance problems Surveillance aircrafts are not furnished with real time data link enabling SoS integration, No direct access to satellite imagery, VMS data… Technical systems are not fully compatible. Possible improvements Integration of different assets (A/Cs, UAVs) and surveillance systems, Implementation of a complete digital integrated surveillance system, Use of UAV (MALE class), Real time data link implementation, Centralize monitoring in one or more commanding centers. Restrictions/Prohibitions Confidentiality of data, Budgetary restrictions, Air Traffic Management (ATM) safety regulations for UAV.

  8. WIMA²S Scenarios • Instantiated WIMA²S Scenarios • Terrorist Hijacking of Large Cruise Liner • Drug Trafficking • Illegal immigration • Illegal Fishing • Saharan Pirates • WMD Smuggling • Two main purposes: • To guide system design • Starting point for simulations • Two timeframes • Midterm: 2015 • Longterm: 2025 Scenario

  9. WIMA²S – R&D Activities UAV Satellite Piloted aircraft Other systems: AIS, LRIT, Coastal radars,… TOWARD a SoS INTEGRATION REMOTE CONTROLLED MISSION SYSTEM • Crew concept • Multi-system concepts • Multi-sensor concepts • Dynamic tasking • Cost benefit analysis • Crew concept • Sensor and data fusion • Onboard processing • Platforms • communications WIMA²S addresses the potential for both reduced cost of operation and improved maritime surveillance efficiency through the introduction of air vehicles with reduced or zero crew

  10. WIMA²S - Innovations • Scenario Generation Methodology (FOI) • Impact analysis of the Remote Control on the Maritime Surveillance Mission System (Thales) • Multi-sensor concepts (FOI) • Optimisation simulations to evaluate different SoS architecture (Sener) • Object-Oriented World Model (OOWM) for Situation Assessment (Fraunhofer) • Artificial Intelligence application for Dynamic tasking (Thales) • Crew Concept: impact of the use of UAvs • Cost Benefit Analysis methodology (FOI) • ….

  11. WIMA²S – Tangible Results • Simulation - is a “transverse” activity of the project, designed to support mainly technical activities and to evaluate the needs and benefits in terms of user requirements collection and formalization and simulation of complex systems, • Experiment - the remote control of a maritime surveillance mission system will be demonstrated in the framework of a scenario using a UAV (FULMAR).
