TB/HIV STRATEGY DEVELOPMENT IN THE WHO/AFRO • Chronology of preparatory events: • 1991, 1992, 1994: • Regional Committee Resolutions adopting & promoting DOTS strategy for TB control • 1996: • Endorsement of Regional HIV/AIDS strategy by Regional Committee • internal consultation (RPA & TUB) to identify broad areas of collaboration • 1st Regional consultation on TB/HIV collaboration • 1997: • revision of Regional TB Strategic plan • 1998: • Redefinition of AFRO priority programs recognizing HIV/AIDS, TB, Malaria among others as key comm. disease priorities • Collaboration with ProTEST project in 4 countries • 1999: • Regional workshop to develop policy framework for collaboration • Development of the HIV/AIDS home-based care kit project • 2000: • training of pool of TB & HIV/AIDS consultants for country support • Joint TB/AIDS control program review & strategic plan development in selected countries • 2001: • semi-formalization of working relations between RPA & TUB

TB/HIV STRATEGY DEVELOPMENT IN THE WHO/AFRO • Key highlights of strategy: • Ensuring well functioning NTPs & NACPs in countries • Phased approach: focusing on high-medium burden countries • Ensuring availability & access to diagnostics for TB & HIV (including other major OIs) at country level • Ensuring availability & access to VCTs at country level • Ensuring availability & access to effective treatment for TB HIV/AIDS/STI at country level • Ensuring efficient & effective M&E system to capture adequate information • Promoting joint advocacy, IEC & social mobilization activities • Promoting joint operational research activities at Regional & country levels

TB/HIV STRATEGY DEVELOPMENT IN THE WHO/AFRO • Policy level Actions: • OAU Heads of State Summit in Abuja 2001: high level political commitment for HIV/AIDS, TB etc (AFRO’s involvement) • Abuja Declaration, • Plan of Action • Mechanism for monitoring implementation of plan • Regional Committee (Ministers of health & WHO secretariat) • Round-table Ministerial discussion on health sector response to TB/HIV paper: expected outcome - • Key actions by countries to adopt Regional Guidelines • Key steps by countries to improve access to drugs • Recommendations on actions to scale up VCT & other services • Key actions by countries to reduce stigma • Endorsement of Regional Strategy (?2003)
