  2. Presentation Outline • Background • Health and Safety Overview. • Mine Health and Safety Achievements. • OHS Improvement Measures.

  3. Background • Diminishing gold ore reserves resulting in deepening of shafts and mining of shaft and remnant pillars. • It is estimated that South Africa’s in situ mineral wealth is worth some R20-trillion. • Loss of life still a great concern as about 75 000 mineworkers died in mine accidents since 1900 to date. • The latest figures show that fatalities in the mining industry have improved by 3% - from 127 in 2010 to 123 in 2011. • Poor legacy of health management resulting in social and economic impact with suffering mine employees and companies facing potential multimillion rand claims.

  4. Mine Health and Safety Inspectorate Purpose Execute the Department’s mandate to safeguard the health and safety of the mine employees and people affected by mining activities. Objective Reduce mining-related deaths, injuries and ill health through the formulation of national policy and legislation, the provision of advice, and the application of systems that monitor, audit and enforce compliance in the mining sector.

  5. CLINICAL CAUSESOF DEATH 2003 - 2010

Achievements/ Successes • Manage Health and Safety Risks: Fatalities reduced by 24% from 168 in 2009 to 127 in 2010. • Rock burst fatalities improved by 60% from 15 to 6 in 2010. • Machinery fatalities reduced by 63% from 8 to 3 in 2010. • Transportation fatalities reduced by 21% from 47 to 37 in 2010. • Inquiries (101%) & Investigations (96%) completed. • Audits (79%) & Inspections (68%) completed. • Development of Guidelines: Reviewed existing Guidelines • (e.g. Enforcement Guideline and Admin Fines • Guideline) • Develop and review internal processes: • Enforcement and Administrative fine Policy and Procedure. • Human Resource Development : 83 inspectors attended WITS training. • 34 officials attended other administrative and technical courses.

  7. CHALLENGES CORRECTIVE MEASURES Chief Directorate: Occupational Health is operational. North West regional office split into two separate offices. 19 Learner Inspectors undergoing practical training. Appointment of legal advisors at the regional offices. • Capacity Building

  8. CHALLENGES CORRECTIVE MEASURES Collaborate with MQA to enhance skills development including on bursaries, artisan aides, and pass rate of certificates of competency. Implement Department Human Resource Development Plan. Implement Action Plan to improve pass rate. • Skills Development.

CHALLENGES CORRECTIVE MEASURES • Occupational Health. • Ministerial Group Audits: airborne pollutants, noise, non-communicable diseases, TB/HIV/AIDS, medical centres, change houses, and hostels. • Implementation of Mine Health and Safety Summit Commitments to improve on health including on HIV and AIDS. • MHSI with assistance of service providers will be conducting verification of mine sampling results. • Arrange regional quarterly tripartite forum meetings to share health and safety information.

  10. CHALLENGES CORRECTIVE MEASURES • Occupational Safety. Ministerial Group Audits: rock burst, rock fall and transport equipment. Implementation of Mine Health and Safety Summit Action Plans to achieve Zero Harm. Review of MHSA to strengthen enforcement and set minimum standards. Visibility of CEOs and leading serious accident investigations. Stoppage of unsafe mines in line with legislation and enforcement guideline.

Section 54 Instructions • The Department, in consultation with our tripartite stakeholders reviewed the “2005 Enforcement Guideline” and started with the implementation thereof from 1 April 2011. • The revised Enforcement Guideline is focused on reducing repeat sub-standard acts or conditions as well as the elimination of injuries and deaths at our mines. • The Guideline has a template form with a matrix to guide inspectors when issuing Section 54 instructions. • While Section 54 has had the desired results in terms of improving health and safety in our mines, concerns have been voiced by the industry regarding its implementation. • MIGDETT Task Team established to consider sector’s concerns regarding the mine stoppages.
