This partnership aims to develop globally agreed upon ICT indicators and a comprehensive international database on ICT statistics. It also focuses on capacity building, regional networks, and providing guidance to national statistical offices.

Background and justification (2) • Prior work: • Internationally comparable telecom data from ITU • UNCTAD: Measuring e-commerce • OECD initiative to harmonize and collect data (WPIIS) • Eurostat’s database on ICT usage for EU countries • Metadata questionnaire by UN-RCs • UN ICT Task Force Working Party: mapping the MDGs to ICT indicators

  6. Objectives and deliverables (1) • Common set of ICT indicators: • To be agreed upon globally by mid 2005 • To be submitted to WSIS Tunis and UN Statistical Commission • Regional networks to be developed in order to ensure that particularities are recognized

Objectives and deliverables (2) • Capacity building in NSOs • By end 2005 develop capacity of selected beneficiary countries • Regional statistical working groups: developing and collecting ICT statistics • A training course for ICT statistics • A manual on ICT indicators to guide NSOs and related ministerial units

  8. Objectives and deliverables (3) • International database on ICT indicators that provides: • an inventory of available ICT indicators • a compilation and publication of data on the web • an international online platform (portal) for information dissemination and continuous discussion

  9. Partners and contributions (1) • Avoiding duplication of effort • Equality among partners • Respecting mandates and areas of competence of partners • Coordinating work programs for common results

Partners and contributions (2) • ITU: • Vast experience in collecting and disseminating ICT statistics (World Telecommunication Indicators) • Global meetings on collection and use of ICT statistics • Lead agency for UN MDGs • OECD: • Working Party on Indicators for the Information Society (WPIIS) - methodology, standards, compilation and analysis • “Guide to Information Society Measurement”

Partners and contributions (3) • UNCTAD: • Focus on e-commerce and e-business • “E-commerce and Development Report” • UNESCO Institute for Statistics (UIS): • Focus on communication, education, science and technology • Press and broadcast surveys (radio & TV) • UN Regional Commissions: • ECA, ECLAC, ESCAP, ESCWA • Promote regional perspective • Liaise directly with NSOs

  13. Phase I: Jun 2004 – Nov 2005 • Launched at UNCTAD XI, 13-18 June 2004, Sao Paolo, Brazil • Donors meeting, 18 October 2004 in Geneva Donors were invited to support the partnership and finance technical assistance activities • Aims at WSIS Tunis, December 2005

Phase 1: Activities & resources (1) • Inventory of ICT statistics: • ECLAC produced the questionnaire • Through collection of metadata from NSOs • Results of the surveys show state of progress • ECLAC, ECA, ESCWA, UNESCAP, OECD, UNCTAD to collect and analyze data • UNCTAD/ITU/UIS to consolidate sectoral data • Regional workshops: • Substantive contributions from ITU, OECD, UNCTAD, UIS, UN-RCs, WB and NSOs • Upcoming: ECLAC (2-3 November)

Phase 1: Activities & resources (2) • Global ICT indicators meeting Geneva: • February 2005, hosted by ITU & UNCTAD • Substantive contributions from all partners • Need for resources: Costs for venue, interpretation, documents and travel of participants • Pilot studies • Feasibility missions to select pilot countries • Advisory missions to provide training • ITU/UNCTAD/UIS/UN-RCs directly involved • Resources needed for travel, survey, feasibility studies

Phase 1: Activities & resources (3) • Technical workshops: • Share expertise, identify best practices, develop common methodologies, … • Organized by UN-RCs and NSOs • Training course: • Targeting NSO practitioners • All partners are involved in developing material, providing knowledge, expertise, … • Guidebook on IS Indicators • Best practices, model questionnaires, methodologies, data collection measures, … • OECD to provide material (WPIIS) • International database • Internet platform - interactive Web site • Concerted effort by all partners

  17. Phase 2: Nov 2005 – June 2008 • Expand ICT measurement work • Enhance and expand the database • Develop capacity building activities from Phase 1 • Extend training programmes
