  4. Focusing on Delivery Mandates & Procedures • Revision of R.650 Rev.4 and its Annexes completed together with the Bureau • Three Country Rule introduced in support of UN/CEFACT Project Proposals

  5. Three Country Rule Support & Approval of project proposals: During the preparatory phase for a UN/CEFACT Standard or Recommendation project proposal, a Working Group Chair may request a minimum of three HODs to provide written expressions of support. Once the written expressions of support from three HODs have been received by the Working Group concerned, the draft project proposal, including the three expressions of HOD support, will be submitted to the Permanent/Working Group, and thereafter to the FMG for final approval. The FMG approves, or rejects all project proposals. In the event that a proposal is not approved, a report giving the reasons for non-approval, will be provided to the UN/CEFACT Plenary.

  6. Three Country Rule In the event of any difficulty in obtaining the necessary expressions of support from three HODs, the Working Group Chair will inform the FMG. The FMG may then issue a request for support from other HODs. Should a HOD wish to agree to such a request from the FMG, he should submit his letter of expression of support to the FMG at his earliest convenience. UN/CEFACT Secretariat will maintain a record of all HODs’ written expressions of support. Response times for requests for HOD support – In order to avoid delays in the project proposal process, HODs are requested to inform the requesting Working Group Chair as soon as possible after receiving a request, if he/she can or cannot support the proposal.

  7. Focusing on Delivery On 2 December 2010 the EC issued a communication on the eInvoice: “The European Commission wants to see e-invoicing become the predominant method of invoicing in Europe. In its Communication 'Reaping the benefits of electronic invoicing (e-invoicing) for Europe', presented by Vice-President Tajani and Commissioner Barnier today, the European Commission identifies a set of tangible actions to make the uptake of e- invoices in Europe easier.” The communication included: “CEN should design implementation guidelines for a Cross-Industry Invoice data model and collaborate with international standards organisations, such as UN/CEFACT (United Nations Centre for Trade Facilitation and Electronic Business) and ISO (International Organization for Standardization). “

  11. 17th UN/CEFACT Forum • The Forum was organized by the FMG together with the UNECE secretariat and with support from the Delegation of Switzerland. • The UNECE Deputy Executive Secretary, Mr Andrey Vasiliev opened the Forum. • Over 180 participants from all regions attended the Forum. • The Bureau/FMG Reports on the Buy – Ship – Pay Gap Analyses were presented. • Discussions and consultations were progressed concerning the reorganisation of UN/CEFACT. • Discussions were held with the UN Legal Advisor in Geneva on the Host Country Agreement process.

OUTREACH UN/CEFACT participated in the World Trade Organisation Forum in February 2010 in Geneva – “Engaging the Trading Community - Forum on WTO, Trade Facilitation and the Private Sector in Developing Countries” Two briefing sessions on UN/CEFACT’S standards & recommendations were given during the 17th UN/CEFACT Forum in Geneva : • A general briefing for diplomats from Geneva based Missions • A technical briefing for experts from developing and transitional economies

ICG Mandate The purpose of the Information Content Management Group (ICG) is to ensure the release of quality technical specifications for e-business: • Management of the UN/CEFACT information repositories and libraries for electronic business and Recommendations that fall within its scope • Technical conformance and registration of the UN/CEFACT business requirements specifications • Normalisation and maintenance of the base syntax neutral information components that serve as the building blocks for the development of standards for implementation • Technical conformity and registration of the syntax specific objects and components 41

Legal Group Mission: To provide legal guidance and counsel for the programmes of the United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) in a variety of areas related to the intersections of law and technology. Work with the Bureau, FMG, and PGs on the legal aspects of electronic business and international trade facilitation. 48

Legal Group 2010 LG Activities: • Continued collaboration with TBG 15 on Recommendation 35 • Intercessionally approved on 8 October 2010 • Provided input on Recommendation 37 • Participated in the WCO-UNCITRAL Joint Legal Task Force for the International Single Window • Participation in bi-weekly FMG meetings and Bureau meetings, including advising on various legal issues relevant to the operations of UN/CEFACT 49

Legal Group LG Activities Going Forward (Continued): • LG will continue its participation in the WCO-UNCITRAL JLTF • Continue collaboration efforts with UNCITRAL, the WCO, and other UN and Intergovernmental Organizations • Possible involvement with other PGs on new Recommendations and/or those under revision, for example, • Recommendation 12 - Measures to Facilitate Maritime Transport Documents Procedures - Revision • Proposed Recommendations, such as Single Window Interoperability and Legal Notices Publications (e-LNP) 51
