WWW monitoring plan • The objective of the plan is to monitor: • The regularity of observations • The quality of observational data and correct coding • The completeness and timeliness of collection of observational data at NMCs • The adherence to WMO standards and procedures • The exchange of observational data and processed information on the GTS Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 3

WWW monitoring plan • Responsibilities • The responsibilities for the real-time monitoring and non-real-time monitoring are given in Tables A and B of the Attachment I-5 to the Manual on the GTS • The basic responsibilities rest with WMO Members • The WMO Secretariat co-ordinates the annual global monitoring and specific monitoring exercises Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 5

WWW monitoring plan • Frequencies of monitoring activities • Every day every centre carries out real-time monitoring • At intervals of not more than one month, NMCs should prepare monitoring reports • At least once every month, RTHs send a monitoring report to their associated NMCs and adjacent RTHs • At least once every three months, WMCs send a monitoring report to their adjacent RTHs Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 6

Real-time monitoring • Procedures • Each centre should develop the necessary detailed procedures • The procedures may vary from centre to centre • Some guidance is given in Table C of the Attachment I-5 to the Manual on the GTS Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 7

Annual global monitoring • Monitoring period: 1-15 October • Data monitoring set: • SYNOP reports, parts A and B of TEMP, TEMP SHIP and PILOT reports, SHIP, BUOY, AIREP, AMDAR, BATHY,TESAC, TRACKOB, CLIMAT and CLIMAT TEMP reports for global exchange • Geographical areas to be monitored: • Zones of responsibility of the centre for the collection Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 8

Annual global monitoring • The monitoring statistics may be sent to the WMO Secretariat : • on paper • on electronic media • The WMO Secretariat analyse the monitoring statistics at the regional and global levels • The regional analyses are mailed to each WMO Member - the global analysis is available in the WMO FTP server Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 9

Annual global monitoring • Main feature of the AGM: • It makes it possible to compare the availability of reports from fixed stations at about 100 centres • Main deficiencies • Implemented only once a year • The procedures make it difficult to compare the availability of reports from mobile stations • Difference methods applied by centres to count the reports lead to different monitoring results Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 10

Special MTN monitoring • Objective for the development of the SMM • To develop a monitoring exercise which would have not the main deficiencies of the AGM, and would complement the AGM • To limit the additional resources to implement and operate the SMM • To share the needed resources between the WWW centres Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 11

Special MTN monitoring • Main features of the SMM • For each type of data: • (e.g. SYNOP, SHIP etc.), several MTN centres took the responsibility to archive the complete bulletins with additional information (date/time of reception, centre from which the bulletins were received) and to transfer these raw data into the WMO FTP server • one MTN centre took the responsibilities to make a pre-analysis of the raw data of the monitoring centres and to transfer the pre-analysis into the WMO FTP server Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 12

Special MTN monitoring • Main features of the SMM • Analysis • The Secretariat makes an analysis of the pre-analysis at the report and bulletin level, as well as RTH Toulouse at the bulletin level • The analysis is available in the WMO FTP server • Monitoring periods • 1-15 February, April, July and October Regional Training Seminar on GTS Techniques and Procedures Guangzhou, 7 - 10 December 1998 13
