A special meeting has been called to discuss a proposed moratorium affecting the University Hill Business District, where a concerning trend of converting commercial properties into high-end student housing is emerging. This conversion process can often proceed without additional zoning approvals. To safeguard the community's long-term interests, city staff recommend a moratorium effective July 28, 2014, until August 20, 2014. This would prevent new or increased building permits and allow time for the Council and Planning Board to assess the situation.
