  4. Sustainability “Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” Brundtland Commission United Nations – March 20, 1987

  5. Sustainability Green Going Green Green Movement

  6. Sustainability HOW GREEN ARE YOU?

  7. Sustainability Is… • Recycling • Waste Prevention • Integrated Pest Management • Green Cleaning • Indoor Air Quality • Green Procurement/Purchasing • Building Operations • Commuting . • Conserve & Optimize Energy Performance • Protect and Conserve Water • Enhance Indoor Environmental Quality • Reduce Environmental Impact of Materials • High Performance Bldgs

  8. So what is un-sustainable? • Continued degradation of the environment and natural resources • Increased use of energy, water, land, waste and air pollution

  9. Why Sustainability? Executive Orders and Laws Your Agency Strategic Sustainability Performance Plan (SSPP) GSA’s Strategic Sustainability Performance Plan (SSPP) www.gsa.gov Good Business Sense

  10. EO 13514 - Oct, 2009 “Federal Leadership in Environmental, Energy, and Economic Performance” Expands sustainability goals of previous laws and Executive Orders

  11. E.O. 13514 • Accountability and Transparency • Strategic Sustainability Performance Planning • Greenhouse Gas Management • Sustainable Buildings and Communities • Water Efficiency • Electronic Products and Services • Fleet and Transportation Management • Pollution Prevention and Waste Reduction

  12. … EO 13514 • OMB must prepare scorecards providing periodic evaluation of Federal agency performance. • The Council on Environmental Quality (CEQ Chair) must ensure that Federal agencies are held accountable for conforming to Executive Requirements.

  13. E.O. 13514 • Among other things, requires Federal agencies to track their greenhouse gas (GHG) emissions and set reduction targets

  14. 19

  15. EO 13514 • Managing existing building systems to reduce the consumption of energy, water, and materials and resources • Buildings and leases (above 5,000 gross square feet) meet the Guiding Principles by fiscal year 2015 and that the agency makes annual progress towards 100% compliance across its building inventory. • …

  16. Guiding Principles • Employ Integrated Assessment, Operating, and Management Principles • Optimize Energy Performance • Protect and Conserve Water • Enhance Indoor Environmental Quality • ReduceEnvironmentalImpact of Materials

  17. LEADERSHIP IN ENERGY & ENVIRONMENTAL DESIGN • LEED is a third-party certification program and the nationally accepted benchmark for the design, construction and operation of high performance green buildings. • LEED gives building owners and operators the tools they need to have an immediate and measurable impact on their buildings’ performance.

  18. LEED • LEED promotes a whole-building approach to sustainability by recognizing performance in five key areas of human and environmental health: • Sustainable Site Development • Water Savings • Energy Efficiency • Materials & Resources • Indoor Environmental Quality

  19. LEED & GPs are Roadmap to Compliance

  20. …EO 13514 • Federal agencies must enhance efforts towards sustainable buildings and communities. • They are required to: Implement high performance sustainable Federal building design, construction, operation and management, maintenance, and deconstruction by:

  21. … E.O. 13514 • Existing Buildings • Ensuring all new construction, major renovations, or repair or alteration of Federal buildings comply with the Guiding Principles of Federal Leadership in High Performance and Sustainable Buildings.

  22. The impact on the environment must be considered in the operation, maintenance, repairs and alterations of the building.

  23. GSA Mission GSA’s mission is to use expertise to provide innovation solutions for our customers in support of their mission and by so doing, foster an effective, sustainable and transparent government for the American People.” April 12, 2010

  24. … con’t GSA Sustainability Policy GSA will… • Use its purchasing power to drive the market to produce a wider variety and greater number of products, services, and workspaces that are more sustainable

  25. SSPP GSA will… • Eliminate its impact on natural environment • Use its government-wide influence to reduce the environmental impact of Federal Government • Minimize and offset its consumption of energy, water, and other resources • Eliminate all waste and pollution in all GSA operations and activities

  26. SSPP… • Exceed the requirements of all environmental and energy statutes, regulations, and Executive Orders • GSA’s Sustainability Goals requires changes in the behavior of customers - both internal and external. • GSA will introduce new education and awareness initiatives to tenants, GSA contractors, and GSA employees.

  27. Waste Reduction • Divert at least 50% of non-hazardous solid waste by the end of fiscal year 2013. • Minimize waste and pollutants through source reduction.

  28. 33

  29. Construction Waste Mangement • All construction projects must contain language to recycle and report on construction waste. • Divert a minimum of 50% of demolition waste from the landfill.

  30. All carpet removed from a project must be reused or recycled. No carpet can be incinerated or land-filled.

  31. Additional Recycling… 36

  35. Green Procurement • Meet/exceed EPA’s recycled content recommendations for Comprehensive Procurement Guideline items (CPG). www.epa.gov/cpg

  36. Green Procurement Recycled Content • Non – CPG items: Project materials/products should contain the maximum amount of post-consumer recycled content if available; then the maximum amount of post-industrial recycled content.

  37. Biobased Content Products • For USDA-designated bio content products. Or, use products made from rapidly renewable resources and/or certified sustainable wood products. For the USDA Biobased product catalog: http://www.catalog.biopreferred.gov/bioPreferredCatalog/faces/jsp/catalogLanding.jsp

  38. Furnishings and Wall Coverings 44

  39. Carpet • GSA Carpet requirements must be used • Carpet must be manufactured within 500 miles of the building location. (www.carpet-rug.com) • Carpet cushion must meet the requirements of the CRI Green Label Testing Program. (www.carpet-rug.com)

  40. Volatile Organic Compounds (VOC’s)Organic Gases VOC’s are emitted as gases from certain solids or liquids. VOC’s include a variety of chemicals, some of which may have short and long term adverse health effects. 46

  41. Those Stinky Things That Can Make You Sick 47

  42. Paints and Coatings • Paints and coatings must meet Green Seal’s Standard GS-11 requirements. • In addition, the total VOCs are to be a combination of both the base GS-11 requirements and any additional colorants.

  43. Adhesives and sealants must be low VOC.
