  1. Registered Apprenticeship

  2. What is Registered Apprenticeship? • An “earn while you learn” model to prepare workers for careers. • Sponsor: an individual employer or an association of employers who are part of the program. • Apprentice: enters into a formal agreement with their employer, who is a sponsor with the Delaware Department of Labor. • Receives a combination of both classroom and on-the-job training. • Tuition-Free School • Paid Job • Typically, an apprentice works during the day and attends school at night.

  3. 5 Core Components

  4. In Delaware, there are: • 1,400 Registered Apprentices (RA) • 360 employer sponsors with at least one RA • Over 20 Occupations with a program • Top 5 Occupations: • Electrician • Plumbers, Pipefitters, and Steamfitters • HVAC • Sheet Metal Workers • Construction Laborers

  5. Why be a Sponsor? • Develops your Pipeline-Supports recruitment and retains good employees providing your workers with a clear career path and increased skills. • Be an Industry Leader-Strengthen your standing as an industry leader in your community by providing employment and training opportunities and producing a trained, skilled, loyal workforce • Provides Customized Training-Meets the specific demands of your industry with flexible, customized training options. Your skilled employee passes down knowledge to next generation. • Results in Lower Turnover-Improve employer/employee relations and reduce liability and hiring costs by retaining and investing in your employees. • Perks-exclusive career fairs, access to talent, staff assisted recruitment support, free first year NAWIC membership for women, and more!

  6. Work Force Need

  7. Childcare Development Specialist • Federally Apprenticeable Occupation: 2 year program • 144 hours of related instruction each year • 2000 hours of on the job training each year • Employers like you in other states are using RA to meet their workforce needs around childcare.

  8. Previous Delaware Program RTI: 120 Hours of Community Based Training TECE 1 TECE 2 3 Courses at Delaware Technical Community College Barrier: Wage increases RAs could not complete the college credits Approximately 100 RAs enrolled, less than 10 completed, half of those continued to get their bachelor’s degree. By using Apprenticeship and T.E.A.C.H., individuals utilized a low-cost option for their education.

  9. Delaware Early Childhood Teacher Program • Train your workforce in child development as they become qualified Lead Teachers through Delaware First • 2-year program combines related instruction (classroom and lab), On-the-Job-Training (OJT).

  10. Proposed RTI 2 year program • Year 1: • Semester 1: TECE 1 • Semester 2: TECE 2 • Year 2: • Childcare-related Remedial Work: To give this workforce the tools to become confident and college ready. • Contemporary Issues in Childcare Curriculum (seeking college credit for this). This would cover various models, theories, and issues in early childhood education programs and discuss the impact of these items on children’s learning and development.

  11. Feedback • Are you having a hard time filling Teachers and Assistant Teachers? • Apprenticeship as a tool in childcare? • Would you use RA as a workforce tool? • If not, what would hold you back? • What do you like? • Do you have current employees you would want to participate? • Ratio Requirement, previously 1:1 • How many trainees would you feel comfortable with at one time? Send Feedback to: apprenticeship@state.de.us

  12. Feedback • Curriculum • Certain areas that would be helpful in training? • Suggested certifications or curriculums for the program? • This curriculum could be customizable depending on your cohort. For example, if you wanted to add CDA certification, you could work with your Related Instruction Provider to add that in the program. • Early Childhood Mental Health Consultation Certification. • Could add remedial work in the first year because TECE 1 and 2 are 120 hours and Apprenticeship requires 144 hours. Send Feedback to: apprenticeship@state.de.us
