  2. “Necessity is the mother of invention!” Two major storms in within 6 months – (July 06 - Jan 07) 100o week long Heat wave, Loss of Power (9 days), Severe Wind Damage, Cold Seniors, Persons w/ Disabilities, ”Functional” Needs Citizens were all severely impacted: - City at standstill NO AC!!!! - No TV/Radio…..lack of information - No Ice, Batteries discharged, food spoiled - Elevators not working, ATMs out

  3. The City of St. Louis - Dept of Human Services Tasked with all non-emergency response pers. issues Initial / ongoing efforts involved identifying: A. Status of frail homebound seniors/ disabled B. Status of facilities housing targeted population. C. Availability of resources to meet emergency needs. D. How to Provide available services to the entire citizenry. E. How to Prepare for the next event

  4. “Functional” Needs Registry • After the decision was made to “DO SOMETHING!” • -Conducted Research, • Develop Proposed System based on the Area Agency • on Aging - National Aging Program Information System • -Identified Funding (State, City) • -Final Approval of City Leadership • -Buy in of the Community • -Implemented late 2008 in production Designed to include: -City Residents…All Ages…Family Included -Voluntary/Confidential / Secure / Restricted Access

Registry utilization is available to: DHS Planning / Human Service Response / Emergencies DOH Planning / Public Health Response / Emergencies DPS Planning / Emergencies CEMA Planning / Operational Overview MO DHSS / SEMAOperational Overview View only capability unless granted approval USE THUS FAR…. Planning, ’VoiceShot’, Home Visits by NSOs.

  7. Work in Progress! -Manpower intensive -Client base: Deceased, hospital, Nursing home, constantly moving -Phone #s changing or temporarily disconnected -Sunshine Law issues

Aug 10th Heat Wave City extremely concerned… DHS req’d 100% contact of 5,000+ on Registry 39% Those w/ current svcs - Good contact 21% Others - Valid #, Good contact 30% No valid #, need to verify (RJIS, NSO) 6% Deceased, moved to NH, County, etc 4% Issues requiring follow up Steps being implemented to increase Good contacts
