Scope of Work of NETC Construction of 661 Km of 400 kV D/C interstate transmission line between Pallatana GBCCPP and Bongaigaon passing through the states of • Tripura • Meghalaya and • Assam • The line route passes through Hilly Terrain (300 km),Reserved Forests(130km) as well as Cultivated Land. • Crossing of major rivers . Viz. Brahamputra, Barak and Champabati involved

  4. Salient Features of the Project Pallatana- Silchar 400 kV D/C line (246 Km, 675 locations ) Situated in heaviest wind zone (WZ-6, 55 m/s) Hilly terrain 96 Km (39%) Forest involvement (35%) Tripura -- 81 Km , 372 ha, 200 locations Assam – 04 Km, 18.4 ha, 8 locations

Salient Features of the Project Silchar- Bongaigaon 400 kV D/C line ( 415 Km, 1125 locations) • Situated in heavy wind zone (WZ-5, 50 m/s) • Hilly terrain 208 Km (50%) • Forest involvement (11%) • Meghalaya -- 25 Km, 115.8 ha, 55 locations • Assam – 22 Km, 101.2 ha, 65 locations • Involve Major River Crossings • Brahmaputra river – 2 well foundations and 1 pile foundation • Champabati river – 1 pile foundation • Barak river – River crossing towers on banks .

  13. Pallatana- Silchar 400 kV D/C Transmission Line – Critical issues • Forest Clearance: • Approximately 208 locations are falling within forest area (Tripura:81 Km, 200 loc.) and (Assam:4km, 8 loc.). • Second stage forest clearance for Assam is yet to be obtained. Replies to queries raised by MoEF to Assam on 04.10.2010 were forwarded to MoEF on 19th February 2011. The MoEF vide their letter dated 15th April 2011 to Assam Forest department sought further details in respect of the scheme for plantation of dwarf trees and compliance to Forest Rights Act (2006). • Second stage forest clearance for Tripura has been obtained in August 2010 only i.e. approximately 13 months after award of construction contract. Tree felling and construction of line in the forest stretches are in progress. Meanwhile case submitted on 4th March 11 for additional 3 locations falling in forest near GBCCP gantry for which fresh clearance is required. • Only one month is left in the working season • Non-availability of adequate no. of trained gangs for deployment at site by the contractors

Silchar- Bongaigaon 400 kV D/C Transmission Line – Critical issues • Forest Clearance • Approximately 104 locations are falling within forest area (Meghalaya 55) and (Assam 65). • Second stage forest clearances for Meghalaya ( 25 Km approx.) & Assam(22 Km approx.) is yet to be obtained even after 13 months since award of Construction Contract. • Replies to queries raised by MoEF to Meghalaya on 24.12.2010 and to Assam on 04.10.2010 have been forwarded by them to MoEF on 16th & 19th February 2011 respectively. The MoEF vide their letter dated 15th April 2011 to Assam Forest department sought further details in respect of the scheme for plantation of dwarf trees and compliance to Forest Rights Act (2006). The MoEF also sought additional details regarding compliance to Forest Rights Act (2006) from Meghalaya state Forest Department vide their letter dated 18th April 2011. • Only one month is left in the working season before the scheduled completion of the line and delay in obtaining second stage forest clearance is adversely affecting the project. • Non-availability of adequate number of trained gangs for deployment at site by the contractors. • Involvement of pile & well foundations in Champabati, Barak and Brahmaputra rivers.
