CONTEXT • Modernisation of RTE’s interconnection management system to be easily adaptable • to communication with other IT systems (auction offices, TSOs…) • to rules or processes modifications • Implementation of the ETSO standards as part of the harmonisation of the data exchanges in Europe • ECAN standards for allocation processes • ESS standards for nomination processes • Management of the end of the ARIBA contract 19/11/2014

PLANNING • End 2008 :call for tender • March 2009 :* purchasing of AREVA’s system « e-terra » * launching of the RTE’s project « MORGAN » • January 2010 :implementationof  MORGAN for the operation of explicit auctions on France-Spain interconnection • March 2010 :extension of MORGAN functionalities to the management of the programming authorisations on France-Italy interconnection • June 2010 :extension of MORGAN functionalities to the nomination and allocationoperations 19/11/2014

French Import/Export Rules • Nomination process • new possibility to notify to RTE a programme 15 days before the delivery day • but the control of the programme remains after the sending of the programming authorizations • Notification of counterparties • counterparties notification is made directly in the nomination file (ESS) • Power of attorney • designation of the persons authorised to act via the « Form for access to RTE applications » available on RTE Web site • the PKI certificate bearer is the RTE’s contact for nomination and allocation operations -> cancellation of the appendix 9 of the rules « power of attorney » 19/11/2014

France – Italy capacity allocation Rules • A to N nominations • Implementation of the A to N principle for the periodic nomination from France to Italy -> a French ITR can send energy to several ITRs in Italy FranceItaly ITR B ITR A ITR C ITR D • Notification of counterparties • -> no weekly counterparties notification any more 19/11/2014
