  5. Priorities 2008/09 • Creating demand for learning and skills • Transforming the FE system to meet demand • Delivering better skills, better jobs, better lives • Invest in people: to give them the skills • they need for success in work and life

Targets to 2020 Young People • Increase educational achievement with the aim of preparing every child and young person with the knowledge and skills to succeed in education and life Adults • Improve the skills of the population by 2011, consistent with the aim of having a workforce that has a world-class skills base capable of sustaining economic competitiveness by 2020

Key messages • Young people • Offer for 100% of young people – increase participation • Deliver the entitlement, September guarantee at 16 AND 17 • Roll out of diplomas • Target efforts to provide Specialist provision to engage Young People who are currently not in employment, education or training (NEET) • Significant growth in Apprenticeships • Adult Learning • Develop a core adult offer to help people upskill, reskill and learn in each local area • Within public funding focus on disadvantaged • Progression – to higher levels of learning and employment

Funding Agreements www.lsc.gov.uk/providers/funding-policy/strategic-overview/ • The type of funding agreement will depend on the type of organisation. • Further Education Corporations who are successful will be funded under the terms of their financial memorandum. • Other public bodies such as local authorities will be funded under conditions of funding. • All other organisations will be expected to agree to the LSC standard contract for education and training. • All organisations responding to these ITT’s will be taken to have accepted the appropriate terms and conditions of funding appropriate to their type of organisation

Funding Requirements • Additional requirements in relation to each programme are set out in the relevant funding guidance which form part of the terms and conditions of funding • Organisations are advised to visit the LSC website www.lsc.gov.uk/providers/provider-procurement to see the appropriate Funding Guidance for the programme for which they are tendering. This will include details of funding rates for qualifications and other programme delivery requirements

Agreeing funding levels • Funding levels of contract to be agreed as part of contract clarification and where appropriate the national funding formula will be applied. • New providers tendering for provision funded using the demand led funding system will soon be able to download a funding calculation programme to undertake modelling of potential contract award levels. Regional Requirements: Train to Gain • Reminder: • The Train to Gain service is an independent, impartial & quality assured brokerage service which works with employers to diagnose their business needs & find solutions. • Skills Broker conduct an analysis to assess business and skills needs at all levels and makes training recommendations which include the most suitable training providers, types of training, delivery mechanisms, qualifications and funding solution. • Employer, Skills Broker and Training Provider agree the training package • Skills Broker provides ongoing support and review. • Skills Brokers don’t sell anything!

Regional Requirements: Train to Gain • Prime Contractor/ Managing Agent • Manage small independent providers to deliver NVQ Level 2, 3 and Skills for Life within Train to Gain • Ensure that the provider understands the region’s Train to Gain model, the extent of the service, the key players, particularly Brokers and the protocols and processes that support the service • Ensure that all data and management information requirements were met and support the provider with audit requirements • Support providers to submit all data to the LSC systems • Support the provider to meet all LSC quality requirements in the delivery of Train to Gain provision • Support the marketing of their provision, where appropriate

Regional Requirements:Community Grants • 1 Regional Grant Co-ordinating Body for Y&H • LSC will act as the Co-Financing Organisation for the Y&H region’s Community Grants programme • Tenders may be submitted by individual organisations or lead bodies on behalf of partnerships or consortia • Will provide up to £12,000 per organisation per year

  27. Regional Requirements:Community Grants • Enable third sector access • Support third sector capacity building • Assist the disadvantaged or excluded • Contribute to ESF objectives

Regional Requirements:Community Grants • Support a wide range of activities including: • Initial help with basic skills • Taster work experience including voluntary work • Training, advice and counselling • Job search assistance including the provision of equipment and other assistance necessary to secure employment • Confidence building • First contact engagement activities

  29. Regional Requirements:NEET – Key Challenges in Y&H • High NEET figures • 16-18 participation rates are below average • Apprenticeship L2 participation is declining • Attainment 16 and 19 is very low • More choice

  30. Regional Requirements:NEET in Y&H • At November 2007 the national average percentage of the 16-18 cohort who were NEET was 6.7%. • The average for Y&H was 8%. • The provisional target for 2010 is 7%. • 11 out of the 15 Local Authority Districts in Y&H were above the national average.

Regional Requirements:Integration of Employment & Skills • LSC is committed to working with DIUS, DWP and JCP to develop a more integrated employment and skills service • Skills for jobs activity includes: • New ESF funded programmes • Pre-employment programmes developed through Local Employment Partnerships, • Skills Coaching • Sector Employability Toolkits/routeways • Employability Skills Programme • Adult Apprenticeships

Regional Requirements:Employability Skills Programme (ESP) • ESP sits at the heart of our skills for jobs activity • ESP is a programme for JCP customers leading to Maths and English [including ESOL] qualifications and employability skills qualifications • All JCP customers aged 18 + with possible basic skills needs are eligible to be referred to LSC contractors for an initial assessment of their needs • This provision may be full-time or part-time • This provision is aimed at job outcomes

Regional Requirements:Employability Skills Programme (ESP) • ESP is set to expand from £24.4m in 2007/08 to £41.7m in 20010/11nationally and from £1.9m to £3.5m in Y&H • New providers are needed to cover this expansion in WY, NY and SY • Provision is also needed in Humberside • Contracts for 2 years subject to performance assessment

Regional Requirements:Employability Skills Programme • We are looking for • providers who can successfully work with other partners • providers who can work very closely with JCP at local level to increase referrals and reduce attrition • excellent systems for transferring information • full curricula coverage and delivery of accredited outcomes for learners • good links with local employers to offer appropriate work trials/tasters

Regional Requirements:Skills for Jobs (ESF) • We are tendering for new Skills for Jobs activity in West Yorkshire & re-tendering activity which was not awarded during the last procurement round in North Yorkshire • This needs to complement existing activity through LSC and JCP • Tenders are invited for sector routeways in key occupational areas

Regional Requirements:Skills for Jobs (ESF) West Yorkshire • Tenders are invited for Skills for Jobs fund managers in the five West Yorkshire districts • £4m is available for delivery between August 2008 and June 2011 • 2 year contracts initially North Yorkshire • Tenders are invited for a Skills for Jobs fund manager to cover North Yorkshire • £1m is available for delivery between August 2008 and June 2011 • 2 year contracts initially

Regional Requirements:Support for Offenders • Re-tendering of support for offenders serving community based sentences in WY, NY and Humber in April 08 • Aims to address low skills and employment aspirations and opportunities • Aims to provide ‘wrap around’ support for offenders accessing mainstream provision • Aims to develop motivational, confidence and basic skills which offenders need to successfully engage in learning and work • The focus of the support will be personalised coaching and mentoring

Regional Requirements:Support for Offenders • West Yorkshire • October 2008 – January 2010 - £170,000 with possible contract extension for a further 17 month period to June 2011 • Up to a total contract value of £300,000 • Humberside • October 2008 – January 2010 - £115,000 with possible contract extension for a further 17 month period to June 2011 • Up to a total contract value of £190,000 • North Yorkshire • October 2008 – January 2010 - £155,000 with possible contract extension for a further 17 month period to June 2011 • Up to a total contract value of £275,000

Procurement Policy We believe that a sensible balance of commissioning and tendering will: • help to secure the provision we need • allow new entrants to the market where they add value and choice; • and, simultaneously, enable good providers to grow • The LSC introduced the e-tendering system in February 2007, because it is quicker, there is a robust audit trail, it is more environmentally friendly, and is more secure.

  48. Procurement Policy • As a public body, the LSC has to follow the public procurement rules and must ensure that the process is open, fair and transparent. • We will issue 3 year contracts (where appropriate) that will be extendable to 5 years subject to performance. Contracts can be varied up and down in value as a result of reconciliation and performance. • Contracts will have start date flexibility to allow provision to start when appropriate (i.e. do not all have to be 1st August).

  49. PQQ’s • PQQ’s closed on 3 March 2008 • PQQ Evaluation completed • Fair and equal consideration given to all tenders • Consistent process across all LSC regions • 1746 number of providers successful at this PQQ (4) • 998 had already qualified at PQQ in September 07
