  2. The Premier • Head of the governing party • Nominates or selects cabinet ministers • Speaks in the House of Assembly on matters reserved for the governor • Presides over the cabinet • Approves government decisions when cabinet is not involved.

  3. The Premier cont’d • Speaks for the government on National issues • Recommends appointments to the governor

The Opposition Leader • Leader of the Minority Party • Represents an alternative government or government in waiting • Tries to convince the public that if elected they will make a better government • Questions government policies along with the shadow cabinet • Advises the government on two appointments to the Constituency Boundaries Commission and on three appointments to the senate. • Leader of the party with the second highest number of seats in the House of Assembly

The Cabinet • The Cabinet is chosen by the premier • It currently consists of 10 ministers. • Each minister has an assigned area of responsibility called a portfolio. • Exercises collective responsibility (e.g. immigration and education chat). • Is the center of the system of government • Initiates government policies and programs and is responsible for the general direction and control of government.

  6. Cabinet cont’d • The word comes form a French word, which means a private room for consultation. • Meetings are held in secret in the Cabinet office. • The minister conducts the business of his/her ministry. • Leads debate in parliament

The Civil Service • Complex Organization of full-time employees whose duty is to serve the government. • They understand and put in practice the policies of the government • They explain what the government is doing to the public. • They have to be loyal to any political party that is in power. They have to be impartial. • They cannot take an active part in politics by speaking in public on political issues.

  8. Entry into Civil Service • This is based upon certain minimum educational qualifications. Appointments are handled by the Public Service Commission. Cabinet directs the public service so that they perform functions in the publics interest.
