What is the National Strike Force? • The National Strike Force (NSF) which includes the NSFCC, PIAT, AST, GST & PST, provides rapidly deployable technical experts, specialized equipment, and incident management capabilities for Lead Agency Incident Commanders and FOSCs for their response and preparedness missions. • As a vital component of the National Response System and homeland security mission, the NSF minimizes the adverse impact to public and environment from oil discharges, hazardous materials releases, and WMD incidents.

INCIDENT OCCURS STRIKE TEAM MOBILIZES Assets available to an FOSC are: 2 strike team members immediately; 4 within 2 hours; 12 within 6 hours STRIKE TEAM ARRIVES Consults with FOSC, assesses situation, deploys Strike Team equipment. Team members provide contractor oversight, air/water/soil sampling, site safety and cost and photo documentation during: natural disasters; oil spills; chemical releases; WMD; and other incidents. STRIKE TEAM RELEASED FOSC makes decision to release team. Team departs and prepares for next incident.

  8. OSRO Classification Program • Administered by the NSFCC • Purpose • Reduce equipment information required in facility and vessel response plan • Monitor response capability • What? • Voluntary • Planning based • NOT a certification

  9. OSRO Classification • Classification is based on: • COTP zone/Alternate Classification Cities (ACCs) • Operating environment • Spill size • Response time • Core equipment
