Performance Measure Challenges • Some measures only applicable to certain scales • How do we establish outputs vs outcomes? • Many measures come from models and not real world observations (many assumptions) • Conflicting or contradictory goals • Correlation does not mean causation • Redundancy in measures based on common initial variable
