Introduction • Police College is a part of Ministry of Interior Republic of Srpska • The Police College Day is 21st November BiH Constitution - Annex IV of the Dayton Peace Agreement: entities, responsibility of the institutions of BiH and entities. The three constituent peoples: Serbs, Croats and Bosniaks Religions: Islam in Bosnia and Herzegovina, the Orthodox Church in Bosnia and Herzegovina and the Catholic Church in Bosnia and Herzegovina Official languages: the languages of the people Official script: Latin and Cyrillic

HISTORICAL OVERVIEW OF THE POLICE COLLEGE • Higher School of Internal Affairs was established on 1st July 1995, • since there was an expressed need for educated and professionally qualified MoI employees • The semester cycle in this school was consisted of five semesters, i.e. it lasted two and a half years; • Police Collegewas established on 23rd July 2002, • In order to accomplish further professional development and improvement of professional capabilities of Internal Affairs workers, Higher School of Internal Affairs was transformed into Police College on 23rd July 2002, pursuant to the RS Government Resolution • Having completed the fist cycle of studies – bachelor, and having earned at least 180 ECTS credit points it is received university degree and the title “LLB of internal affairs” • Having completed the fist cycle of studies – specialist, and having earned at least 240 ECTS credit points, it is received university degree and the title“LLB of internal affairs - specialist”, for the chosen course

POLICE EDUCATION ADMINISTRATION COMPETENCES • to organize, conduct and supervise education, vocational training and professional development of personnel to work with the Ministry and other police agencies; • to prepare curricula for education and professional development programs; • to keep records and documentation on educational activities; • to issue documents on the level of qualification upon graduation and professional training; • to realize the necessary cooperation with institutions of higher education and other institutions in the field of scientific and business cooperation; • to use the services provided by the University of Banja Luka, in accordance with the agreement on associated membership; • to conduct scientific and research activities, as well as publishing; • to conduct other activities related to education, vocational training and professional development of personnel to work at the Ministry or other police agencies; • to conduct trainings for the members of physical and technical security.

  7. POLICE COLLEGE INTERNAL ORGANIZATION Scholarly-research unit is made of the following DEPRTMENTS: • GENERAL EDUCATION DEPARTMENT • LAW EDUCATION DEPARTMENT • DEPARTMENT FOR SECURITY-POLICE RELATED EDUCATION • CRIMINAL STUDIES DEPARTMENT

SCHOLARLY-RESEARCH UNIT • Organizes scholarly-research activities from the scope of work of the Police College and Ministry. • Organizes and implements research projects, scholarly gatherings, consultations, round tables, etc. • Deals with publishing activity from domain of scholarly-research work in the College, and with issuing textbooks and other publications for Colleges, Police academies, RS MoI and other institutions . • Cooperates with educational scholarly-research units from the neighboring countries, participates in their projects, as well as in those of international character. • Follows security related publishing activities, and organizes Police College’s participation in book fairs and similar manifestations.

Police College • After completion of basic academic studies the student acquires a university degree and a professional title of LL.B in Internal Affairs in the selected course, reaching the minimum of 240 ECTS points. • In 2008 Police Education Administrationsigned a cooperation agreement with the University of Banja Luka, and on July 11th, 2011 this was followed by signing an Agreement on mutual rights and obligations • Regarding above mentioned, Police Education Administration was given the status of an associated member of the University of Banja Luka

Emploeeys of the Police College acquire titles such as associates, teachers or college profesors, • In addition, there is, also, several police officers working at the Police College; • It is practice at the Police College to have police officers from the field included in the teaching process.

  11. Police College graduates are employed with the following bodies and institutions: • RS Ministry of Interior, • FBiH Ministry of Interior, • BiH State Investigation and Protection Agency, • BiH Border Police, • Indirect Taxation Authority, • Armed Forces of BiH, • Intelligence-Security Agency of BiH, • Communal Police, • RS Inspectorate, • Detention and rehabilitation centers, • Private security agencies and • Private detective agencies.

  12. PUBLISHING • Since 2002, Police College has published: • 26 books, monographs and reports on realization of scientific projects, • 6 conference proceedings and • 3 practice books and manuals. • Since 2005, Police College has published magazine Security,Police, Citizens.

PERSPECTIVES AND CHALLENGES OF POLICE COLLEGE • Transformation process on the Faculty of Security Sceince University of Banja Luka • The Government's Decision in November 2015 • The Elaboratfrom the University of Banja Luka in March 2016 • the next step is the formation of the Faculty in the next year (2017)

PERSPECTIVES AND CHALLENGES OF POLICE COLLEGE • Police College tends to provide development of the police education and training system as a modern, sustainable system where new personnel for the needs of the RS MoI is trained and educated. • This system is based on good practice and is in compliance with the generally accepted international standards in this area, and in accordance with the demands of the rule of law and human rights and freedoms. • In the following period, the Police College intends to establish the II cycle of studies – master studies. • Establishing the II cycle of studies will meet the requirements of the developing society and achievements of the security work and provide a modern, highly professional approach to the strategy of activities regarding suppression, prevention and detection of crime and other deviant behaviors.

  15. PERSPECTIVES AND CHALLENGES OF POLICE COLLEGE • One of the objectives of the Police College is establishing and improving cooperation with other similar high education institutions. • Signing these agreements on cooperation with other institutions from the region results in significant improvements of education system in general, and enables exchange of knowledge and experiencesand organization of numerous scientific conferences.
