What are Financial Indicators? • Measures of financial efficiencies within a public utility. • Made meaningful through comparisons. • Expressed as actual performance in conjunction with targeted objectives. • Represent a utility’s financial performance in an unbiased way. • Financial Indicators Should: • Be clearly defined, with a concise meaning; • Be simple and easy to understand; • Be quantifiable so as to provide an objective measurement of the service; • Be auditable; and • Be as universal as possible. What are Industry Averages? • Generally accepted requirements or guidelines followed by the members of an industry. • OOCUR’s membership consists of Caribbean utility regulators which can be considered a specialized industry. • Specify performance of utility service providers and provide definitions to ensure that there is no misunderstanding among users. • Developed by technical experts that work together to meet an industry need and ensure harmonization of industry measures. Each member should present by industry type its suggested indicator along with proposed definitions and calculations. • Fix a special purpose meeting amongst its members with the intention of initiating the process to establish financial indicators. • It will be up to member countries to agree on said definitions and calculations. • Thereafter establish indicators to be used by member organizations. • Members can agree on industry averages. • Methods of disseminating the information amongst each other. • Indicators can also include Information on areas such as network reliability, affordability, operations and customer responsiveness and service. • This is an evolving process.
