Program Description • Notices – April 13 and July 8 • Pilot Program – not to exceed 3 years • Reciprocal program in Mexico for U.S. carriers • Phased Program • Stage 1- Provisional Authority to 3 months operating* • Stage 2 – 3 months to Compliance review • Stage 3 – Post Satisfactory Compliance review • *This will be extended if the carrier has not had at least 3 long-haul crossings • 50 percent of PASAs and CRs in MX • OIG Report/Report to Congress

  3. Motor Carrier Requirements • To be approved: • Complete Application • Identify specific drivers and vehicles for program • Safety Vetting • Security Vetting • PASA • FMCSA/Federal Register notice • Insurance filings • Electronic Monitoring Devices • Compliance Review

  4. Vehicle Requirements • Each vehicle must be approved for participation • Vehicles inspected during PASA • Safety • FMVSS • EPA • Electronic Monitoring Devices • Vehicles marked with USDOT number and “X” suffix • No oversize, overweight; No courier or delivery services; No towing or cranes • Vehicles checked every crossing for the first 3 months • CVSA Decals

  5. Driver Requirements • Each driver approved to participate • Must have a LF or CDL • Must not have driving violations that would disqualify in US • Complete an ELP assessment during PASA • Subject to: • Daily reviews for driver’s license status • Annual reviews of driving records

  6. Approved Participants Are required to comply with all applicable U.S. laws and regulations, such as those concerned with: • Motor Carrier Safety • Customs Laws • Immigration Laws • Vehicle Registration Requirements • Fuel Taxation • Other Laws Applicable to U.S.-Domiciled Carriers

Policies and Training • PASA • Policy: Complete • Training: Field Training Sessions completed, Final PASA session to be held Aug 23 • Travel Safety • Policy: Interim Policy issued • Training: Briefings on memo to be held with Staff by end of Aug • Inspections • Policy: Complete • Training: Webinars September 7 and 8 • Monitoring • Policy: Drafted • Training: Guidance documents and templates will be provided • General Alerts • Policy: Dependent on contract; in development • Training: Scheduled for mid-September • Compliance Reviews • Policy: To be initiated in early September • Training: Scheduled for Fall

Electronic Monitoring Devices • Devices will be used to: • Monitor HOS • Monitor for cabotage • Alert staff at POEs of arrivals • Track trips beyond the commercial zones and border States • Contract • Awarded • Projected Training Date – 2 wks • Projected Installation Date – 2 wks after training
