At least once every 2 years, volunteers from across the nation hit the streets to better understand what homelessness looks like in their communities. • Due to Los Angeles County’s size and population, the Greater Los Angeles Homeless Count is the largest in the nation. • Homeless Counts are required by the U.S. Department of Housing & Urban Development (HUD) for every Continuum of Care (CoC). What is the Homeless Count?

Part of the SuperNOFA application which brings in $70+ Million in federal funding for local homeless housing and services programs -- demonstrates our region’s need. • HUD does not base funding decisions on estimates from Homeless Counts at this time… however, that may change. • Additionally, HUD requires that CoCs document the scale of homelessness in their communities as part of the SuperNOFA funding application. • There will be 5 major pieces to the 2011 Greater Los Angeles Homeless Count • Street Count (3 days in late January 2011) • Shelter Count (3 days in late January 2011) • Youth Count (2-3 days in March 2011) • Hidden Homeless Telephone Survey (Begins February 2011) • Homeless Demographic Survey (Begins March 2011) What is the Homeless Count?

The Opt In program is a partnership with roles and responsibilities for LAHSA and participating jurisdictions • The program enables jurisdictions to get complete street counts for their areas as a whole and at the census tract level • There are no fees or charges to participate – only in kind resources are needed (mostly volunteers) What is the Opt In Program?

Opt in participant’s responsibilities: • Appoints a lead coordinator • Mobilizes volunteers and deployment site coordinators • Provides security at deployment site • Most Opt Ins coordinated with local law enforcement • Secure deployment sites • Picks-up & returns materials • LAHSA’s responsibilities: • Purchases all needed count materials (including clipboards, maps, shirts, etc.) • Trains all volunteers, deployment center coordinators and trainers • Hires statistical consultants • Coordinates all aspects of Count methodology • Works with lead coordinator on census tract selection, volunteer estimates, etc. • Provides technical assistance to lead coordinators What is the Opt In Program?

Obtain homeless count data for your jurisdiction • Improve your ability to plan at the local level • Improve coordination with COGs, elected officials, providers and funders • Raise public awareness about homelessness • Use the HC11 volunteer drive to bolster community involvement Why should my jurisdiction/group join the Opt In Program?

  9. Support Grant Applications • Use Opt In data to plan a Homeless Vulnerability Index Registry and join the 100,000 Homes Campaign • Inform Consolidated Plan and Housing Element efforts Why should my jurisdiction/group join the Opt In Program?

Leverage the County and City’s commitments in HC11’s statistical consultants to get jurisdictional data with a 95% confidence interval • As part of the larger count, Opt In estimates are produced using the same components and methodology Why should my jurisdiction/group join the Opt In Program?

Step 1: • Notify LAHSA that your jurisdiction wants to participate • Step 2: • Determine the census tracts for your Opt In area • Step 3: • LAHSA will analyze your census tracts to determine how many volunteers, other in kind resources are required to participate • Step 4: • Sign the MOU • Step 5: • Recruit volunteers & send in deployment center forms • Step 6: • Send your deployment center coordinators in for training • Step 7: Day of Count • Set up deployment center • Volunteers get trained • Deploy Volunteers • Return Materials Opt In Program: Basic Components
