  2. Licence Components • CGS operates the water supply and sewage treatment infrastructure in Rankin Inlet – which are the subjects of this application • All other NWB regulated infrastructure and operations in Rankin inlet are licensed by the Hamlet or other parties

  3. Application History • Original Type ‘B’ Licence issued in 2002 • Expired November 2007 • Type ‘A’ Licence now required due to the size of the Hamlet and water usage • Type ‘A’ application includes a Public Hearing

  4. Supporting Documents • Operation and Maintenance Plan • Emergency Contingency Plan • Monitoring and QA/QC Plan • DFO intake guidelines assessment • Various engineering plans and reports

  5. Agency Review • The application and supporting documents reviewers included: -Nunavut Water Board (NWB) - Environment Canada (EC) - Indian and Northern Affairs (INAC) - Fisheries and Oceans Canada (DFO) -GN – Department of Environment (DOE)

  6. Sewage Treatment Facility • Utilidor and trucked sewage • Sewage treatment plant operation • Discharge of treated effluent to Hudson Bay • Disposal of sewage sludge at the Hamlet landfill site

  7. Sewage Treatment Facility Issues • Effluent discharge quality • Impacts of the effluent discharge on the marine environment • Sewage sludge disposal agreement with the Hamlet

  8. Addressing the Issues • Consulting engineers are working on design modifications to upgrade the plant and improve effluent quality • An environmental consulting company specializing in marine environments has been retained to study discharge impacts • The Hamlet and GN have agreed on a draft waste disposal agreement

  9. Requested Conditions – Plant Upgrades • Submit an engineering report outlining the proposed Sewage Plant upgrades and expected improvements to effluent quality by December 31,2010 • Submit a schedule for constructing the upgrades by December 31,2010

  10. Requested Conditions – Marine Impacts • Submit a report on the findings of the Marine Impact Study including conclusions and recommendations by December 31,2010 • Submit a schedule to conduct action as per the recommendations by December 31,2010

  11. Requested Conditions – Sludge Disposal • Submit a copy of a written agreement with the Hamlet for the disposal of sewage sludge in accordance with applicable waste disposal regulations by December 31,2010

  12. Water Treatment Facility • Nipissar Lake source • Pipeline to reservoir • Storage and treatment • Distribution system • NWB licence is focussed on environmental impacts of the system not the quality of the delivered water

  13. Water Intake Facility Issues • Amount of water pumped from the lake needs to be accurately determined • Impacts to Nipissar Lake due to drawdown needs to be assessed • Sustainability of supply needs to be determined • Impacts to fish habitat needs assessment

  14. Addressing the Issues • A consulting engineering firm was retained in 2009 to conduct studies and evaluate impacts of withdrawals including: - current and projected volumes -distribution system losses -impact on Nipissar lake and recommendations for additional supply

  15. Requested Conditions • Submit an assessment of the water supply capacity of Nipissar Lake and a detailed assessment of Hamlet water supply requirements for the future including conclusions and recommendations by December 31,2010 • Submit a schedule to address recommendations by December 31,2010

  16. Summary • CGS is requesting a Type ‘A’ NWB licence for water supply and sewage treatment • Documents outline the information available and provide detailed plans to operate the facilities and address data gaps • Recommended ‘Conditions’ include a realistic schedule
