  8. Breast and Cervical Cancer Project In 1990, The Breast and Cervical Cancer Mortality Act was signed into Public Law (101-354). The National Breast and Cervical Cancer Early Detection Program (NBCCEDP) was created as result. It began in 1994 in Ohio. Known as the Breast and Cervical Cancer Project (BCCP), the program is operated by BCCP’s 5 Regional Enrollment Agencies. Uses both state and federal dollars to offer breast and cervical screening and diagnostic services, as well as case management, to uninsured women aged 40-64 who are at or below 200% of federal poverty level. From 1994 to 2014, the Ohio BCCP has served 86,419 women who may have otherwise gone without screening and treatment services.

Breast and Cervical Cancer Project Continued Women diagnosed with breast and or cervical cancer through BCCP and require treatment may be eligible for a special version of Medicaid called BCCP Medicaid. These women receive full Medicaid benefits. The Program is funded through the Ohio Department of Health, Office of Health Improvement and Wellness, Bureau of Health Promotion. Population of interest is low-income, underserved women who experience health disparities due to race, ethnicity, cultural background, socioeconomic status, geographic isolation and other factors

  10. BCCP Changes • On June 30, 2016, the number of BCCP Regional Enrollment Agencies (REA) in the state were reduced from eleven to five. Our region is now known as the Northeast Region and has increased from seven to eighteen counties. • The counties include: Ashtabula, Carroll, Columbiana, Cuyahoga, Geauga, Harrison, Holmes, Jefferson, Lake, Lorain, Mahoning, Medina, Portage, Stark, Summit, Trumbull, Tuscarawas and Wayne. • The Affordable Care Act and Medicaid expansion have resulted in a significant increase in the number of women with healthcare coverage, allowing BCCP to expand the program focus and implement population based strategies to increase breast and cervical screening rates for all women.

  11. Mission Statement The Mission of Ohio’s Breast and Cervical Cancer Project is to identify breast and cervical cancer at the earliest possible stage in underserved Ohio women.

Population Based Activities to increase Breast and Cervical Cancer Screening Rates • Address barriers to screening by participating and or organizing community based screening events that offer Pap tests and mammography to women in targeted areas. • Provide education and outreach activities to increase public awareness of the U.S. Preventative Services Task Force (USPSTF) recommended breast and cervical screenings for women 21-64. • Customize activities to address cultural and language preferences of diverse populations in our regions while adhering to the Department of Health and Human Services Culturally and Linguistically Appropriate Services standards (CLAS)

Direct Services to Increase Breast and Cervical Screening Rates Direct services include: • Screening mammography, eligible women must be 50 years and older, uninsured, and live in households with incomes at or less than 200% of federal poverty guidelines; • Diagnostic mammography, cervical cancer screenings (PAP smear and HPV testing), and clinical breast exams, are available for women 40 and older who meet the above criteria; • Case management services are provided for follow up of an abnormal result

Direct Services to Increase Breast and Cervical Screening Rates Continued • Diagnostic testing, surgical consults and biopsies are provided • The program schedulesall screening and follow up appointments • The program provides reminder recall activities for recommended annual breast and cervical screenings • The program assists with related billing activities for services rendered by our contracted providers Since 1994, our combined Northeast Region has served over 30,000 women. The number of women that we can provide direct services to is 1,891this year.

  16. Provider Education and Quality Improvement Provide both BCCP and non-BCCP providers with education and quality improvement (QI) tools, to improve breast and cervical screening rates in their practices Provide education regarding HPV vaccination recommendations for adolescents and young adults using a population based approach

Patient Navigation • Will offer patient navigation services to BCCP-enrolled women and non-BCCP women, aged women 21-64 • Navigation Services will include assisting women with enrolling in healthcare coverage and helping them to find primary healthcare providers for breast and cervical screening services. • Providing reminder recall system for those women provided with navigation • This is a primary focus of the new grant

Partnerships Work with partners to organize and promote breast and cervical screenings at the population level Collaborate with existing partner agencies to enable the Northeast region to reach target populations Engage in local health coalitions that serve our target populations Partnerships are the key to our success

  19. RFP Breast and Cervical Cancer Project Media and Social Marketing Plan

  20. Purpose The CCBH is seeking applicants to develop a population-based Media Plan to increase awareness of breast and cervical screening recommendations among target populations and improve breast and cervical screening rates in our eighteen counties.

  21. Scope of Work 1. Market Research Conduct market research with BCCP Northeast Region women (aged 21-64) to inform a social marketing campaign. 2. Marketing and Advertising Plan Develop and implement a comprehensive, evidence based (i.e. social, small media) public education and outreach campaign to promote and improve public awareness and understanding of the U.S. Preventative Services Task Force (USPSTF) recommended screenings for women aged 21-64 and promote breast and cervical cancer screenings with a focus on disparate populations and women rarely or never screened in the Northeast Region. 3. Initial Implementation of marketing and advertising campaign and/or tools. Implementation of finalized social and small media marketing campaign. 4. Ongoing Management Ongoing management of the social marketing campaign. May extend past initial time frame pending availability of funds and satisfactory performance during initial contract.

Pricing • Cost Proposal • Estimated proposal prices are not acceptable. • In order for offers to be considered responsive, the vendor’s representative authorized to make contractual obligations must sign the pricing document. • The pricing document is vendor generated. It should include a detailed break out of costs on an annual (monthly) basis. • The total amount available for this project isfor 6 months, January 1, 2017 through June 30, 2017. • This project is grant funded and has a fixed budget of $65,041.40.
