Our background • Political basis: • Memorandum of Understanding (MOU), signed April 25, 1999 (Ogi, Cohen): basis for the US/Swiss collaboration, results in Advanced Distributed Learning (ADL) technology and content. • Joint Planning Document (JPD), signed in February 2002 (Welti, Nash): Construction of a knowledge portal (KP), integration of existing technology and content. • Cooperation partners: • US Joint Forces Command (US JFCOM, sometimes „transformation command“) – invests resources for making courses • Cooperative development teams (CDTs) - PfP and NATO countries • US DoD ADL Co-Labs – delivers specifications and standards • Schools within PfP – use systems and content in everyday use.. • NATO schools – NATO has adopted the results achieved so far and wants to go on using the corresponding products (Istanbul summit resolution, pnt. 4.2.2.). • PfP Consortium – ETH/ISN are heading the ADL Working Group.

What we offer • E-Learning Technology: • ILIAS, combined with our SCORM RTE  This is free software, with all its potentials It has a broad user base • It is certified for SCORM:  Exchange and re-use of content • Tools for authoring, management, and publishing of e-learning content:.  Based on existing technologies (XML)  Simple updates – cost-efficiency •  Cross-media output. • We have a growing basis of ADL content: a lot, gaining more every day, •  from training to education •  same content is re-used internationally. •  Content is fulfilling technological best practices: SCORM conversion • Simple updates, therefore cost-efficiency. Separation of content and design, therefore • cross-media output. • E-Learning Knowledge: • Experience in the making, adaptation, exchange and re-use of e-learning content (Best practices!): • Quality definitions and methods for quality assurance for e-learning content (technical, didactical, and subject matter aspects) • Direct contact with the standardisation bodies (ADL Co-Labs, SCORM). • Experience in e-learning in security.

  8. Why SCORM • Learning system and learning content independent of each other. Exchange of learning content. Support of different kinds of learning content. Learning management. • SCORM-«Ilities»: Reusability, Affordability, Durability, Accessibility, Interoperability. • SCORM recognized on a world wide level and de facto standard in the defense business.

  9. Lessons learned Separation of ‘ADL’ and ‘DL’ – what do people want? ‘The making of learning objects’ is difficult to achieve (what is a learning object, influence on instructional design) Re-use is difficult (divergences on subject matters, local preferences, ‘constructivist needs’ of teachers, etc.). Language is an issue (technical problems, human communication). Culture is an issue (not so much differences among nations, but local constraints have to be respected). Technology still is an issue (bandwidth problems, flash vs. Java, etc.). We had to rethink our efforts to get a precise idea about what we want: What do we do ourselves, what do we leave to others…. Limit our work to essentials, live with some imprecision….
