It is the kind of behavior that also indicates anal gland problems. If your pet rushes around on its rear end, it probably feels unpleasant itchiness. These histamine reactions are similar to tearing up or sneezing in humans. It can be tempting for you to give your pet antihistamine medication to relieve the symptoms, but keep in mind that they are less effective on dogs than humans.
