Presidential Election of 1796 • VP Adams (Fed) versus Secretary of State Jefferson (Rep) • first disputed election / very nasty election (mudslinging) • Jefferson was attacked for not being religious and for his closeness to the French Revolution. • Adams was attacked for being fond of the monarchy and being aloof. • Adams won the election with 71 electoral votes to Jefferson's 68. • One of the oddities of the election was that when the Electoral College met in February 1797 two of the electors who were pledged to the Federalists voted for Jefferson.

  5. Adams Presidency • A. French were angry about Jay’s Treaty • B. Adams sends representatives to France to smooth things over • 1. wanted to send Madison and Jefferson – both refused • 2. Charles Pinckney, John Marshall, Elbridge Gerry went instead • 3. received very coldly b/c at this point France was winning against GB • 4. French ambassador Talleyrand refused to meet with them – he sent three • anonymous agents to demand a bribe from the Americans (X,Y,Z) • - bribes were typical, but the loan guarantee would violate neutrality) • - French wanted US to violate neutrality • - US left empty handed • 5. HS of XYZ Affair – cold tensions with the French for 2 years, battles on the • seas, anti-French sentiment in the US….Alien and Sedition Acts • C. 1799 – Napoleon comes to power, Adams sends a new envoy, peace • restored • D. HS of Alien and Sedition Acts • 1. Federalist popularity began to fall (taxation was the other issue • 2. taxes were raised – to support an army and a navy • 3. Hamilton writes scathing criticism of Adams – this was used against Feds • in the next election by Republicans

Alien and Sedition Acts • Alien Act: Foreigners could be kicked out if they were suspected of threatening the safety and security of the nation. • Sedition Act: Anyone could be arrested for speaking out against the Gov’t Goes against the 1st Amendment and Freedom of Speech • FEDS want the Acts  Gov’t can’t be questioned under Sedition Act and D-R’s are pro-immigration, immigrants vote for them. • FED D-R -For the S and A Acts (Prevents D-R Votes) -Against the S and A Acts -Anti-Immigration (Costs them votes) -For strong central govt -STATES RIGHTS -Weak Central Gov’t =NORTH =SOUTH ***SECTIONALISM: The idea that one part of the country is more important than the country as a whole.
