What is an ELSA A possible instrument (still under discussion) To cut through the innovation cycle Bringing together funding from various sources Goal oriented, not product oriented Broad areas of application (safety, environment, efficiency, services), solutions (infrastructure, vehicles, cooperative, internet), and geography (European test-beds)
