  2. Participant Competencies At the end of this session the participant will: • Explain why the HCCC was developed • Recognize the history of the (HCCC) • Explain competency based education • Identify the HCCC modules and content

What is the Health Care Core Curriculum (HCCC) • The Healthcare Core Curriculum is a series of entry-level courses for the student with an interest in healthcare but little or no experience! • The HCCC focuses on basic skills needed for working in any healthcare setting • It is the first educational step to many health professions

  4. What is the Healthcare Core Curriculum? • It is a model for K-12 Health Careers Curriculum • It provides orientation and training for entry level positions • Includes education in mental health and aging populations.

  5. Designed to respond to the dynamic and evolving nature of the health care system • Focused on collaboration with the local health care community • Sensitive to diverse population needs • Emphasizes achievement of relevant competencies • Ensures value to the individual, the employer and the community

  6. The HCCC Answers the Question: • “What does a worker need to know and be able to contribute to the delivery of safe and effective healthcare?” (http://www.healthscienceconsortium.org/standards.php)

Who Would Benefit from the Healthcare Core Curriculum ? • Provides knowledge to make career choices • Provides a pathway to multiple health careers • Provides a framework for problem-solving and conflict management in the workplace • Assists in the development of teamwork HCCC is basic knowledge that benefits all healthcare personnel and environments

  8. How was the HCCC designed? • As a competency based curriculum • Aligned with state and national standards • Initially consisted of 8 interdisciplinary modules • Updated curriculum is 7 modules (Health Care Careers was merged with Behaviors for Success)

  9. How was the HCCC designed? • Modules can be offered in any order • Modules can be packaged in 1, 2, 3, or 4 credit course(s) • Written by experts from several disciplines within the Minnesota State Colleges and Universities System (MnSCU).

  10. Who can teach the HCCC? • Qualified Health Science Career and Technical Education Teachers in High Schools • Technical and Community College Faculty • Industry Partners

  11. How do Schools use the HCCC? 1. As a means for exploration of health care careers.

  12. How do Schools use the HCCC? 2. As a • Pathway to Nursing Assistant • HCCC + 2 credit Nursing Assistant Skills Set • Plus Written and Skills Test Out to be placed on nursing assistant registry

  13. How do Schools use the HCCC? • Several colleges use the HCCC as a required course for allied health programs which can be taken either at the High School or Technical/Community College level.

  15. 1999 Legislative Mandate in the Higher Education Funding Bill “The Board of Trustees of the Minnesota State Colleges and Universities, in consultation with relevant industries, shall develop a short-term, competency based, standardized curricula in healthcare patient services and community support services for persons with long-term care needs… (next slide)

  18. History of HCCC In 2000 Minnesota State Colleges & Universities (MnSCU) • Partnered with Healthcare Education – Industry Partnership (HEIP) • Worked with a Multidisciplinary Advisory Committee

History of HCCC Multidisciplinary Advisory team consisted of: • Educators of health related careers (public and private) • Industry members • Members of the Board of Nursing • Members of the Department of Health • Members of the Department of Education (K-12) • MnSCU Educators Statewide • Competency Based Education Specialist

History of HCCC The Mission was to develop a HCCC that was a: • Systematized grouping of performance based competencies • Represented common knowledge and skills across health career pathways which were favored by employers • Based on accepted national standards • Displayed consistency across courses and institutions

  21. History of HCCC • Curriculum was released in the early 2000’s • Several colleges and high schools within Minnesota have since adopted the HCCC within their school systems.

  22. History of HCCC • The Curriculum was updated in 2004 and in 2010 by Minneapolis Community and Technical College.

  23. History of HCCC • In 2013 a HCCC Multidisciplinary Advisory Board was convened to review the HCCC and update the competencies to revised national standards.

Revised 2012 National Standards • Foundation Standard 1: Academic Foundation (Not covered in the HCCC, this includes the anatomy and physiology and dosage calculations) • Foundation Standard 2: Communication • Foundation Standard 3: Systems • Foundation Standard 4: Employability Skills • Foundation Standard 5: Legal Responsibilities

  30. Advisory Committee Recommendation #3:Work with MDH and Crosswalk Curriculum to Nursing AssistantFederal and State Requirements

Crosswalk to Nursing Assistant State and Federal Requirements • HCCC Cross walked in collaboration with the MN Department of Health (MDH) to the Federal and State Requirements for Nursing Assistant Curriculum. • Several competencies/unit competencies were added to address care of older adults and federal and state requirements `

  32. Approval by MDH • Schools must receive prior approval by the MDH to use the HCCC as a career ladder for Nursing Assistant

Crosswalk to Nursing Assistant State and Federal Requirements • Once the MDH approves the schools use of the HCCC as Pathway to Nursing Assistant • The HCCC can be offered for Nursing Assistant as • HCCC+ a 2 credit Nursing Assistant Skills Set • Placement on Nursing Assistant registry continues to be through written and skills test • For more information on Nursing Assistant pathways: • http://www.healthforceminnesota.org/Curriculum.htm

  36. Advisory Committee Recommendation #5Update the Curriculum with Mental Health Outcomes to address the MN Mental Health Education Bill of 2013

  37. The Minnesota Mental Health Education bill of 2013 • Sec. 11. [120B.21] MENTAL HEALTH EDUCATION. • School districts and charter schools are encouraged to provide mental health instruction for students in grades 6 through 12 aligned with local health standards and integrated into existing programs curriculum or the general school environment of a district or charter school.

Mental Health Bill, cont… • The commissioner in consultation with the commissioner of human services and mental health organizations is encouraged to provide districts and charter schools with: • (1) age-appropriate model learning activities for grades 6 through 12 that encompass the mental health components of the National Health Education Standards and the benchmarks developed by the department's quality teaching network in health and best practices in mental health education; and

  39. Mental Health Bill cont… • (2) a directory of resources for planning and implementing age-appropriate mental health curriculum and instruction in grades 6 through 12. • EFFECTIVE DATE. This section is effective the day following final enactment.

  40. Mental Health Outcomes • The Mental Health Outcomes are found primarily in the Awareness and Sensitivity Module. • Many of the learning activities are recommended from resources provided by the Minnesota National Alliance on Mental Illness in response to this legislation.

High School HOSA Clubs and Skills USA • High Schools that have HOSA clubs and SkillsUSA will find that the HCCC is a great foundation for both HOSA and SkillsUSA competitive events. • Several Learning Activities were provided by High School Instructors which can be used for HOSA and SkillsUSA competitive events. • http://www.minnesotahosa.org/ • http://www.skillsusa.org

  45. HCCC Educate the Educator Course • In 2014 a National H2P Pathways Grant through Anoka Ramsey Community College funded the creation of this online “HCCC Educate the Educator” course.

  46. The HCCC was designed as a competency based education. What is a Competency Based Education?

  47. Competency Based Education (CBE) • Skill: A task or group of tasks performed to a level of competency or proficiency • Competency: A skill performed to a specific standard under specific conditions

  48. Competency Based Education • The main focus should always be on the outcome of the education, rather than the process of the education. • Important to focus on knowledge application rather than just the gaining of knowledge.

  49. Competency Based Education • Teacher and the student are both responsible for content: Make the student an active participant • Learning can happen through a variety of methods • Emphasis is on formative evaluation
