Permit and Business Reply Mail (BRM) AnnualFee payments (bulk mail, First Class, etc) • Payments may be made at 180 E Kellogg, at the new St. Paul BME in Eagan, or at the mailing address provided on your fee renewal invoice Deposits to Accounts: Business Reply Mail (BRM) and Postage Due (PD) • Payments must be made at the station/branch holding the account • Payments to BRM and PD accounts held in the new Eagan facility must be made at that facility.
