Dave Warner, MD, PhD davew@mindtel.com Precision Humanitarian Missions in Strategic Stability Operations • Integrate Humanitarian Activity within Strategic Stability Operations. • Bridge the gap between social, folkloric, religious and language cultural barriers. - Provide a sustainable amount of precision aid DoD directive 3000.05 MindTel proposes to engage in an operational experimentation process that leverages off of existing/on going UNCLASSIFIED cross domain information sharing efforts within the CENTCOM/NATO AOR (Jalalabad, Afghanistan) and to explore extending those efforts to areas within the emerging AFRICOM/EUCOM/NATO AOR in places such as Darfur. Problem(s) • Deploying, with precision, the appropriate stability-ops related resources at the right place and time into indigenous enclaves in order to produce favorable mission outcomes per DoD 3000.5 • Identifying cultural perceptible patterns from homogeneous patterns • Bridging gaps in understanding between social, folkloric, religious and language cultural barriers at intervention level • Deploying useable and acceptable technologies that facilitate processing and sharing of current knowledge among DoD, NGO, coalition partners and others in support of stability operations. • Conducting small scale operational exercises that assess the validity of modeled metrics for conducting successful stability ops; creating the MOEs for

Dave Warner, MD, PhD davew@mindtel.com Goal Develop a process to facilitate information sharing for stability operations among the DoD Components, and relevant U.S. Departments and Agencies, foreign governments and security forces, International Organizations, NGOs, and members of the Private Sector while adequately protecting classified information and intelligence sources and methods, in coordination with relevant DoD and non-DoD entities.

Operational Context • Recent deployments to Afghanistan, Indonesia and Iraq have highlighted the profound need for shareable situational awareness tools and visual representation methods to uncover perceptible patterns; and further enable rapid sharing of complex critical data in a timely manner within and amongst  multiple coalition partners and an emerging array of non-traditional partners. • Our experience is based upon over five years of research and experimentation. • These capabilities are needed to assist the DoD in planning where, how and with whom to deploy stability-ops related resource with precision in order to achieve mission success.

  11. ABOUT DR. DAVE WARNER, M.D., PH.D. • Much of Warner's recent work and travels have been to global hotspots where his "intelligence on demand" has been applied to solving or ameliorating both military problems -- mine detection in Iraq, for example -- to humanitarian relief and intelligence gathering and distribution in mega-disaster zones like Banda Aceh, Indonesia following the tsunami . • "Mother Nature is the worst terrorist of all," Warner dryly observed, pointing to the havoc caused in Banda Aceh by one of the worst disasters in recorded history. His efforts there were focused on airborne informatics and helping rescuers and relief workers on the ground better understand the scope and magnitude of that far-flung disaster as it unfolded.
