Preparing for Updates to the Oregon Transportation Plan (OTP) and Oregon Highway Plan (OHP) Main Tasks Underway/Upcoming: Emerging Technologies Impact Assessment (July 2018 – Oct/Nov 2019) Stakeholder Interviews (Aug – Nov 2019) Whitepapers/Background Research (starting late Summer/Fall 2019) Scope New Contract (RFP Fall 2019, Kickoff by early 2020)
Emerging Technologies Impact Assessment (ETIA) Overview Two Main Phases • Phase 1: • Identify key trends in emerging transportation technologies • Analyze impacts of the trends from Oregon perspective on the statewide transportation system • Phase 2: • Develop planning scenarios on a broader range of considerations in preparation for policy plan updates
ETIA Final Report Overview of technologies and trends Report groups emerging technologies into three categories: Vehicle technology (AVs, CVs, EVs) Mobility options (bike and e-scooter share, ride-hailing services) Freight logistics and local delivery applications

OTC Emerging Technologies Workshop (Oct. 2018) Common themes/top concerns: Understanding of funding impacts Aligning ODOT’s efforts with other state and local agencies Understanding anticipated settlement patterns Developing skills/experience within ODOT to address E.T. impacts
What is Anticipated for rest of 2019? ETIA Phase 2/Scenario Planning/OTP-OHP Updates Prep Work Summer/Fall: “Emerging Technologies Peer Exchange” in Salem with other state agencies (July 16) Oregon Futures Scenario Planning Workshop (July 31) • Conduct Stakeholder Interviews • Seek the advice of transportation experts on topics and areas of focus for OTP and OHP Updates (August – November)
What is Anticipated for rest of 2019? ETIA Phase 2/Scenario Planning/OTP-OHP Updates Prep Work Fall/Winter: Conclude ETIA Phase 2 – framework for evaluating planning scenarios Whitepapers/Background Research: both external (using consultants) and internal (done by ODOT staff) Scope new contract: statewide long-range planning services to support OTP-OHP Updates
What is Anticipated for 2020? • Kickoff OTP • Initiate Public Involvement process • Form advisory groups • Continue Planning work: • Evaluation of alternative future scenarios • Whitepapers/background and research on key topics
